Thanksgiving
The IUPUI Research and Sponsored Programs (R&SP)
office will close at 2:00 P.M. on Wednesday, November 21, 2001 and reopen
Monday, November 26, 2001 with regular business hours from 8:00 A.M. to
5:00 P.M.

Compliance Administration (IRB/IBC)
The office of Research and Sponsored Programs (UN 618) will be closed
December 24, 2001 through January 1, 2002. We will reopen January 2, 2002
at 8:00 A.M. If there is a life-threatening emergency which necessitates
the use of an investigational agent, please call University Hospital Pharmacy
at 274-0362.
Sponsored Program Administration
The office of Research and Sponsored Programs (UN 618) will be closed
December 24, 2001 through January 1, 2002. We will reopen January 2, 2002
at 8:00 A.M. Proposals with a postmark or receipt date of January 2 or
earlier must be received by R&SP no later than December 19, 2001.
Proposals with a postmark or receipt date of January 3 or 4 must be received
no later than December 21, 2001. Proposals will not be processed during
the holiday period.
Sponsored Program Development
The office of Research and Sponsored Programs (UL 1140) will be closed
December 17, 2001 through January 1, 2002. We will reopen January 2, 2002
at 8:00 A.M.
The

Policy on Reporting Race and Ethnicity Data: Human Subjects in Clinical
Research
The National Institutes of Health (NIH) has
adopted the 1997 Office of Management and Budget (OMB) revised minimum
standards for maintaining, collecting, and presenting data on race and
ethnicity. This policy applies to all new applications and proposals,
annual progress reports, competing continuation applications, competing
supplement applications for research grants, contracts, and intramural
projects as of January 10, 2002.

Reminder from the IUPUI IBC
Investigators are reminded by the IUPUI
Institutional Biosafety Committee (IBC) that even though an investigator
may have an approved study at a certain risk level, e.g. BL2, BL1, etc.,
this DOES NOT give the investigator blanket approval for any other work/experiments
with other vectors or agents at that same level. New vectors and/or agents
require either an amendment or a new study submission.
Using
Updated Forms Prevents Delays
The IUPUI Research
and Sponsored Programs (R&SP) office reminds all investigators to
verify that they are using the most recent version of an agency form prior
to submitting the form to R&SP. Agencies frequently update forms to
reflect new policies and requirements. Outdated forms will be returned
to the investigator for correction and may result in unnecessary delays.
Investigators should access the R&SP Web site at http://www.iupui.edu/~resgrad/spon/formscontent.htm
for updated forms each time new forms are submitted to R&SP. Please
share this information with faculty and administrators in your school
and emphasize the importance of using the correct form to avoid delays.

Compliance
Training Required for Shipping Infectious and Diagnostic Substances
IUPUI/Clarian staff must be trained in the proper
handling and shipping of potentially dangerous goods. This includes those
who may ship to centralized labs or other research facilities. The label
"dangerous goods" may apply to blood, urine or other body tissue.
Training includes, in part, learning to differentiate between "dangerous"
and non-dangerous goods.

NIH Revises
Policy for Requests of $500, 000 or More in Direct Costs
The National Institutes of Health (NIH) announced
a revised policy on the acceptance for review of unsolicited applications
that request $500,000 or more in direct costs. Effective with the January
1, 2002 receipt dates, applicants must seek agreement to accept assignment
from Institute/Center staff at least 6 weeks prior to the anticipated
submission of any application requesting $500,000 or more in direct costs
for any year.

IBC Guidelines for TAT Protein Use
The IUPUI Institutional Biosafety Committee
(IBC) has become aware of investigators either wanting to initiate or
purchase Trans-Activating Transduction (TAT) proteins or other tags, which
promote protein entry into cells. Many investigators initially view TAT
fusion protein expression vectors as just one of the many plasmids which
they may use in their laboratory and as such, submission to the IBC may
be an unexpected requirement. They may also view use of TAT fusion proteins
outside the purview of the IBC. Expression of a TAT- fusion protein, even
in bacteria, is considered rDNA work and falls under the auspice of the
IBC particularly since the TAT protein has potentially distinctive and
unknown infectious qualities. As such, the use of the TAT protein is categorized
as biosafety level 2 (BSL2).

User-Friendly
NIH Forms Now Available
In response to comments and suggestions from
the research community on how the National Institutes of Health (NIH)
can enhance the PHS 398 and PHS 2590 application forms to make them more
user-friendly, NIH has made the forms available as Rich Text Format files
as well as Portable Document Format files. Additional information concerning
