Posts New Version of Grant General Conditions (GC-1) Dated July 2002, the revisions include supplemental language directing investigators and administrators to NSF's FastLane for access to award letters and the submission of various reports and requests. A separate article has been added (Article 7) to describe the management of participant support costs (separate accounting for costs and prior approval for re-budgeting). Cost Sharing and Cost Sharing Records, Article 22, Section b.3 outlines NSF's options if an organization fails to notify NSF of its inability to meet its original cost-sharing commitments. In addition to disallowance of costs and recovery of some/all of NSF's funds, failure to notify can result in the termination of the award and, if serious enough, suspension or debarment. In Section d of Article 22, NSF sets the deadline for annual and final cost-sharing certification at 90 days. In a footnote added to Article 29, Animal Welfare, NSF explains that its animal welfare requirements extend to rats, birds and mice. This is not a change in policy. The current Grant Condition requires compliance with the Public Health Service (PHS) Policy that covers all live vertebrates. |
