October 1 Deadline
October 1 is the biggest deadline date of the year for proposal submissions. Research and Sponsored Programs (R&SP) is aware many investigators are diligently working on preparing one or more proposals for this deadline. Our policy continues to state that proposals must be submitted to R&SP at least three working days before they are to be shipped. Due to the very high volume expected for the October 1 deadline, we strongly encourage everyone to submit their proposal five working days early (September 24). Additional time for department and school review also should be allowed.

It is only natural to work on the technical part of the proposal until the very last minute. It would greatly expedite the review process if the following items were submitted early.

  • Proposal Routing Sheet including the appropriate signatures
  • Budget pages
  • Budget justification
  • Subcontractor’s documentation (if applicable; budget, work plan, and institutional signature)
  • Any required agency specific forms (face page, check list, assurances, etc.)

If the above documents are submitted by September 24, the remaining portions of the application can be brought to R&SP by September 29 and the proposal assembled. Please note that R&SP will provide space for the investigator or their staff to do this work. R&SP will handle the shipping. Routing of the administrative and fiscal portions of the proposal without the program narrative is being tested on a trial basis for the October 1 deadline and is subject to further refinement.

Please also note that if the proposal is delivered to R&SP the day before the deadline (September 30), it will be the responsibility of the investigator to ship their proposal. Proposals received prior to September 30 and due October 1 will be shipped by R&SP.


R&SP Releases Annual Report Information
Research and Sponsored Programs (R&SP) has just released a series of reports that reflects the continued growth in extramural support for sponsored projects at Indiana University-Purdue University Indianapolis (IUPUI) for the fiscal year 2002-2003.

Submit Proposals by Nov 14 for Indiana 21st Century Research & Technology Fund
The Indiana 21st Century Research and Technology Fund, created in 1999 by the General Assembly to stimulate the process of diversifying the State's economy by developing and commercializing advanced technologies in Indiana, solicits submission of proposals for the 5th Round of funding by Nov. 14, 2003. The deadline for the 6th Round of funding is May 14, 2004. Funding will be available for science and technology commercialization; centers of excellence; and cost-share of federal or other proposals.

NIH Revises Application Forms
In response to comments and suggestions from the research community on how NIH can improve their application forms, NIH has made a number of formatting enhancements to the PHS 398 (new and competing), 2590 (non-competing/progress report), and 416 (individual fellowship) forms. Although the prior version of the forms may continue to be used, investigators are urged to download the new forms at http://grants1.nih.gov/grants/forms.htm. IUPUI Charters New Institutional BioHazard Committee
In light of the increasing public and scientific awareness of the potential risks associated with pathogenic microorganisms, as well as those classified as “Select Agents”, the IUPUI campus has chartered a new committee to help review and monitor research proposals that study these agents, the Institutional BioHazard Committee (BHC) chaired by Leonard F. In March of this year, new IRB forms were introduced to incorporate questions that needed to be addressed in response to the new HIPAA (Health Insurance Portability and Accountability Act) requirements regarding research.
