NIH Changes Stipend Rates
The new rates are effective for all awards made with FY2003 funds. Competing and non-competing awards issued on or after October 1, 2002 which used the FY2002 stipend schedule will be revised by NIH to reflect the new stipend levels. ERA

ERA Budget Module Release 2d
The bug identified in the Netscape 4.7X versions that prohibited users from entering personnel detail has been corrected, so please feel free to resume use of that browser/version with ERA. Below is a listing of items that became available in the production environment as of February 27, 2003:

New Items

Budget Home Screen

  • System Requirements -- An easy-to-read comparison of ERA's system requirements versus your system requirements is provided.
  • Privacy Statement -- A link to ERA's privacy statement is provided at the bottom of this screen.

Select a Budget Search Screen

  • Permissions -- Budgets will not be viewable if you have not been authorized. Currently, only the Initiator, Project Director, PD's approval hierarchy, and all corresponding delegates can view that PD's budgets. For information on being granted ad-hoc access to view, see the Permissions Header Tab section below.

Budget Parameters Screen

  • Grant Number Field -- This is a new, optional field where you can provide the grant number that ties to your proposal (R01 GM12345-06). This will be beneficial for non-competing continuations and will populate on the PHS 2590 Output Form (see the Upcoming Items section below)

Personnel Detail Screen

  • Chart & Org Code -- These codes are now based on an individual's primary appointment rather than their highest source of funding.
  • Graduate Student Personnel Screen -- The cap on the number of credit hours allowed has been increased to 99.

Non-Personnel Expense Screen

  • Subcontractor Subcategories -- The subcategories available on this screen have been modified to allow the user to separate the Subcontract Direct Cost, Subcontractor Indirect Cost as well as Subcontractor No Detail. This last option is for those cases when a lump sum is acceptable.
  • Patient Care Subcategories -- The listing of subcategories has been modified to separate out In-Patient and Out-Patient care.

Output

  • Generic Output Forms –Several modifications have been made to the Generic Output form including column formatting, header information formatting, and an additional line for Unrecovered Indirect Costs.
  • NIH Output (PHS 398) Forms -- Your ERA budget can now populate NIH's 398 Form Page 4 & 5 which have been designed to meet the NIH form specifications for things such as margin width and font size. Simply choose the appropriate radio button on the Output screen. Please note that there is a drop down menu for selecting a period on this screen -- this is for the PHS 2590 form only and does not impact the PHS 398 forms.

Permissions Header Tab

  • Ad-Hoc Permissions -- If an individual or organizational code is not part of the default permissions (see below) to view a budget, you can add them in this section. You will be taken to a personnel or org search screen which operates the same as other lookups in ERA.
  • Default Permissions – These people are automatically given permission to view a particular budget. They are pulled in based on the Initiator, PD, PD approval hierarchy and any corresponding delegates. These names cannot be deleted.

Upcoming Items

  • NIH Output (PHS 2590) Form -- Soon your ERA budget can also populate the PHS 2590 form. The period drop down menu should correspond to the dates you've established in your budget. Simply pick the period you wish to generate output for and continue. This form corresponds to the NIH design specifications.
  • Training Environment -- This new environment will be established to be used in training sessions and outside demonstrations. It will contain mostly real data with the exception of salary information. Data for these fields will still be provided; however, it will not be the same data found in the production environment.

Especially with the addition of NIH Output Forms, we are encouraging that the ERA Budget Module not only be used in budget development but also in proposal preparation.
