Federal Budget

Federal Budget Update
The proposed federal budgets for FY 03 were initially relatively larger than the numbers now being discussed for the National Institutes of Health (NIH) and the National Science Foundation (NSF). FY 03 was to be the last year of the five year doubling effort for NIH. The President had proposed a 16.2% increase ($3.8 B), while the Senate appropriations committee approved a 16.3% increase and the House appropriation committee passed a lower amount (14.3% or $3.3 B). Currently the Senate has reduced the NIH amount to a 14% increase and the House has reduced the NIH to a 10% increase. Unfortunately, as of the writing of this report, the only appropriation bills passed by the full Senate and House have been for the Department of Defense and Defense Facilities. The Federal government has been operating under a series of Continuing Resolutions (CRs) since October 1, 2002. Under the CRs, allocations are the same as those of the prior year. There is a slim chance the appropriation bills for FY 03 will be passed before the end of January but it is more likely that they will not be passed until late February. Some say it is quite possible we will go through the entire year under CRs.

If and when appropriation bills are passed, the allocations will be prorated for the time we have operated under CRs. This means that, even if appropriation bills are passed by February 1, NIH will only receive the remaining portion for the fiscal year or 2/3 of the approved increase. The major consequence is that NIH will have significantly less money for awards this year than was anticipated. Therefore, there will be fewer new grants and non-competing renewals may be smaller. While not yet announced, it is widely rumored that the President is planning on proposing only a 1 to 2% increase for NIH for FY 04. While many supporters will be seeking as much as a 10% increase, the pending war and large tax cut leave a large question mark on the future NIH budget.

Both the House and Senate appropriation committees have approved significant increases in the range of 12% for NASA and NSF. It now appears the increase NSF will receive will be much less. The current numbers from the Senate indicate only a 4.4% increase for NSF and a 10% increase for the Science and Technology budget of NASA. However, these appropriation bills must still be passed by the full House and Senate and then go through conference committee before going to the President for signature. Thus, the actual amount that will be appropriated is unresolved and certainly the amount the agencies receive for FY 03 will be proportionately reduced based upon how long the government operates under CRs. The very good news is the reauthorization of NSF was passed and signed by President Bush. One important element of the reauthorization bill calls for doubling of the NSF budget over the next five years. While not assured that this will actually happen, this is a very positive indicator.

The outlook for other appropriation for other agencies for FY 03 and FY 04 is essentially for flat funding.


BioHazard

New Committee Formed on Campus to Review Potentially Biohazardous and/or Infectious Agents
The BHC has been charged with the review and approval of activities involving the possession, storage, research or transport of potentially biohazardous, infectious agents. The BHC is separate and distinct from the IUPUI Institutional Biosafety Committee (IBC) which reviews research protocols involving recombinant DNA.

It is anticipated that the BHC will begin to review protocols in the first quarter of 2003. Stay tuned to the Communicator for more updates and information regarding the protocol submission process of this Committee.


Proposal Development
Call for Proposals
The internal grant programs funds are to provide professional development support for faculty in their research, scholarship and creative activities. The following is a list of the specific funding opportunities, with brief descriptions:

Gateway (Special Focus) Grant
These grants provide support to groups of faculty within an academic unit or across units to work on a special activity in keeping with announced campus priorities. Special Request for Proposals (RFPs) will be issued throughout the academic year. Awards will be based on the responsiveness of the proposal to these RFPs, potential benefits, and feasibility.

Grant-in Aid for Research
Seed monies up to a maximum of $3,000 can be requested to start up or supplement ongoing research projects. Funds cannot be used for faculty salaries. The goal is to provide funds that permit the testing of an idea that holds potential for support through external funding.

Grant-in-Aid for Women
Awards of up to $3,000 support female faculty and female staff by providing assistance for professional activities related to career advancement and enhancement. The goal is to further Office for Women initiatives through providing funding to help female faculty and female staff achieve success at the University. Support is limited to female faculty, librarians, and academic professional staff at Indiana University-Purdue University Indianapolis (IUPUI) and Indiana University-Purdue University Columbus (IUPUC).

Associate Part-time Faculty Professional Development Grant
Travel and registration funds are available for part-time faculty to participate in scholarly meetings where peer interaction can contribute to an understanding of recent developments in their field. Preference will be given to applicants who will have an active role in the meetings, e.g., paper or poster presentation, panel discussion, section chair. The request is limited to $500 per occurrence per year, with departmental contributions encouraged.

Overseas Sabbatical or Project Study Grant
The IUPUI International Strategic Plan calls for increased collaboration with international partner institutions. The Overseas Sabbatical/Project Study (OSPS) Grant is being made available to support continued development of relationships with targeted overseas programs (see grant guidelines for overseas programs).

Office for Multicultural Professional Development Call for Proposals
Proposals must be submitted by January 31, 2003. Notification of selection will be mailed by February 21, 2003. Selected work will be presented at the Fourth Annual IUPUI Symposium Highlighting the Research of Faculty, Staff and Students of Color.

Abstracts and proposals can be submitted on the Multicultural Professional Development web site at www.opd.iupui.edu/multicultural.html, or forms may be picked up at the Office for Multicultural Professional Development, University Library, Room 1140. What's New

INSGC Taking Applications for the 2003-04 Scholarship Year
The INSGC is an organization funded by Congress to promote and support research, education and outreach activities about and for NASA and space science in the State of Indiana. Space science reaches across disciplines to embrace any activity involved in the human exploration and development of space. These scholarships are focused to encourage the development of an educated workforce and population capable of contributing to the support and advancement of NASA's strategic enterprises.

The INSGC is now taking applications for the 2003-04 scholarship year which begins March 1, 2003. The INSGC Program has recently been reorganized. Information about the INSGC Grants Program can be found at www.insgc.org under the 'INSGC Funding' link on the left of that page. Applications from underrepresented minority students are especially encouraged. Note that there are some inconsistencies on the website, and the correct information is under 'INSGC Funding', not under 'Scholarships'.
