Federal
Budget Update If and when appropriation bills are passed, the allocations will be prorated for the time we have operated under CRs. This means that, even if appropriation bills are passed by February 1, NIH will only receive the remaining portion for the fiscal year or 2/3 of the approved increase. The major consequence is that NIH will have significantly less money for awards this year than was anticipated. Therefore, there will be fewer new grants and non-competing renewals may be smaller. While not yet announced, it is widely rumored that the President is planning on proposing only a 1 to 2% increase for NIH for FY 04. While many supporters will be seeking as much as a 10% increase, the pending war and large tax cut leave a large question mark on the future NIH budget. Both the House and Senate appropriation committees have approved significant increases in the range of 12% for NASA and NSF. It now appears the increase NSF will receive will be much less. The current numbers from the Senate indicate only a 4.4% increase for NSF and a 10% increase for the Science and Technology budget of NASA. However, these appropriation bills must still be passed by the full House and Senate and then go through conference committee before going to the President for signature. Thus, the actual amount that will be appropriated is unresolved and certainly the amount the agencies receive for FY 03 will be proportionately reduced based upon how long the government operates under CRs. The very good news is the reauthorization of NSF was passed and signed by President Bush. One important element of the reauthorization bill calls for doubling of the NSF budget over the next five years. While not assured that this will actually happen, this is a very positive indicator. The outlook for other appropriation for other agencies for FY 03 and FY 04 is essentially for flat funding. |

Taking Applications for the 2003-04 Scholarship Year The INSGC is now taking applications for the 2003-04 scholarship year which begins March 1, 2003. The INSGC Program has recently been reorganized. Information about the INSGC Grants Program can be found at www.insgc.org under the 'INSGC Funding' link on the left of that page. Applications from underrepresented minority students are especially encouraged. Note that there are some inconsistencies on the website, and the correct information is under 'INSGC Funding', not under 'Scholarships'. All IUPUI applications should be submitted to reach the following address by 5:00 PM, Wednesday, February 5, 2003.
