Eligibility and Election of Members

Candidates to become MSC Officers can be any medical student in good standing. However, the time demands of the position typically require an extensive knowledge of the infrastructure of both student governement and the IU Medical School. Therefore, the most qualified candidates for the positions of President and Vice-President are usually from the junior or senior year classes. The Treasurer and Secretary are typically from the second year class and above. The candidates submit a platform for consideration which is reviewed two weeks prior to the day of election by the voting members of the Medical Student Council. Any student can attend the election meeting and voice his or her opinion on the candidates.

On the day of the election, the MSC Executive President will open up each position for election sequentially from the President to the Secretary. All candidates for each office will have 5 minutes to speak on their qualifications with 2 minutes for questions while the remaining competing candidates remain outside the room. Afterwards, the voting members make their decision.

Should a Class Officer or Center Representative decide to run for an MSC position, he or she must be willing to step down from their current voting position.

MSC Executive Regional Center Liaison Responsibilities

  1. Serve as the main Executive MSC point of contact for Statewide Center Representatives with their best interests in mind
  2. Host a minimum of two face-to-face sessions between RCL, RCL subcommittee, and Statewide Center Representatives per semester with the goal of determining discussion topics for the following MSC General Meeting in collaboration with pertinent Class Officers (e.g. First Year President and Second Year President)
  3. Appoint and oversee College Leaders of the RCL subcommittee; appointments will be made in conjunction with outgoing College Leaders and MSC Executive Vice President
  4. Provide guidance to MS1s and MS2s at regional centers with regards to Step 1 and 3rd year clerkships through fall and spring campus visits facilitated by the RCL subcommittee
  5. Orient incoming RCL
  6. Ensure proper elections of Regional Center Representatives
  7. Aid the other MSC Executives in MSC business

MSC President Responsibilities

According to the Medical Student Council Bylaws, the PRESIDENT of the Medical Student Council shall...

  • Represent the MSC in all of its affairs.
  • Call to order and preside at MSC meetings.
  • Formulate agendas for MSC meetings.
  • Form ad hoc committees.
  • Oversee all elections.
  • Additional responsibilities include:

  • Organize four monthly meetings: the general MSC meeting, the MSC Executive Committee meeting, and the MSC/Deans meeting.
  • Attend the monthly IUSM Executive Committee meeting.
  • Ensure that the MSC is kept in good standing as an IUPUI Student Organization by applying for renewal each year and updating contact information as needed

MSC Secretary Responsibilities

The SECRETARY of the Medical Student Council Shall...

  • Record the minutes of the Medical Student Council, including MSC Meetings, Executive meetings, MSC-Deans meetings, etc.=.
  • Publicize each upcoming council meeting at least four days in advance of its scheduled date.
  • Provide a copy of the Medical Student Council Constitution at each council meeting.
  • Notify council members of any change in the status of their voting privileges.
  • Track MSC Member votes and meeting attendance.
  • Work with the Office of Mentoring and Student Development to distribute a Medical Student Council roster each fall and spring consisting of the names and email addresses of MSC Voting Members, non-voting committee representatives and representatives of all recognized medical student organizations including Student Interest Groups (SIGs).
  • Maintain and update the MSC website on a regular basis with the assistance of the Webmaster of the MSC Website. 
  • Aid the President and the Vice President in Medical Student Council business.
  • Maintain a bulletin board to inform students of Medical Student Council Business, including a posting of each meeting's minutes and contact information for MSC officers.
  • Distribute Daly bulletin board space to interested SIGs and student groups.

MSC Treasurer Responsibilities

The TREASURER of the Medical Student Council Shall...

  • Preside over financial matters of the Medical Student Council.
  • Present written financial reports of each event sponsored by the council.
  • Prepare a written complete financial summary of council activities to be presented at the last meeting of the spring term.
  • Chair the Audit and Finance Committee at least once per year.
  • Assist the President and Vice President in student council business.

MSC Vice President Responsibilities

The VICE PRESIDENT of the Medical Student Council Shall...

  • Assist the MSC President in representing the Medical Student Council in its affairs.
  • Preside at Medical Student Council meetings in the absence of the MSC President.
  • Secure facilities for social events sponsored by the Medical Student Council and ensure the planning of these events.
  • Serve as the chief organizer and manager of the annual Leadership Day event.
  • With the assistance of other MSC members, organize and chair interviews for MSC-appointed and Dean-appointed membership positions.

MSC VP of Membership Responsibilities

The responsibilities of the VICE PRESIDENT of MEMBERSHIP of the Medical Student Council shall include:

- Working with MSC committees and Student Interest Groups.
- The planning and execution of Interview Day early in the first semester.
*Interview Day is a day where students can interview for positions on various faculty and MSC committees (e.g. Admissions Committee).
- Coordinating student's experiences on each of the MSC/IUSM committees.
- Coordination of the Student Interest Group Approval Process.
- Conducting the annual Student Interest Group and Student Leadership Orientation.
- Maintaining Student Interest Group records and tracking their activity.
- Attendance at monthly MSC meetings (does not include summer months)
- Working with the MSC Secretary to ensure accurate records for all MSC members.
- Working with the Executive MSC Leadership to implement student involvement pathways and opportunities.
- Troubleshooting any issues pertaining to both Student Interest Groups and the MSC/IUSM committees.

Responsibilities of the Medical Student Council and MSC Members

The Medical Student Council Executive Council Officers serve as the direct liaison between the Dean's office and the entire medical student body. All student represented entities report back to MSC officers on all matters of the school where students are concerned.

The MSC Executive Council Officers meet for at least 3 meetings per month: the monthly MSC meeting, an Executive Council meeting, and a Deans/MSC meeting. Executive Officers may be called upon to represent the student body at additional meetings and events.
