1. Call to order: Meeting called to order at 10:39 am. Approval of minutes for April 19, 2006. Minutes approved without changes.
2. News and Announcements:
Sally Neal and Bill Orme introduced University Library’s newest librarians: Melissa Gomis and Jaena Hollingsworth.
Sally Neal is now the EndNote coordinator at University Library.
3. Directors’ Reports:
David Lewis (UL). University Library will be conducting a search for two positions, Business and Assessment Librarians. A memorandum of understanding with the Center for Governmental Studies to acquire public policy material (gray literature) is about to be signed. Ms. Kindra Orr has been hired a Director of Development and begins February 19, 2007.
Julie McGowan (RLML). The Library of the Future (10-15 year perspective) retreat is scheduled for March 2007. The latest budget hearing indicates no cuts in staff and material and an increase in federal dollars.
Miriam Murphy (Law).
Dr. Gary Roberts has been hired as the new Dean of the
Jan Cox (Dentistry). Renovations are complete at the Dentistry Library. There is a search underway for a newly-created tenure track librarian position.
4. Update on IUB Dean of the Libraries Search
(David Lewis)
The search is moving forward with a search and screen committee in place. No job posting has been made. Pat Steele is still planning to retire at the end of the fiscal year.
5. Update on status of INCOLSA funding and
programs (Wendell Johnting)
Based on January 10, 2007 budget hearings, INCOLSA funding and programs will end July 2007 with funding responsibilities shifted to the State Library. There is a Letter of Understanding between INCOLSA and the State Library to continue funding and programs. A bidding process has been considered to include an RFP process. Funding for the INSPIRE service ends in March 2007 which will require the State Library’s support to continue. All parties agree the INSPIRE service is an essential service. Other funding options include gambling revenues and LSTA grants. There is a potential for a reduction in INCOLSA staff positions.
Old Business:
A. Future meetings, officers, committees for FY
2006-07 (white handout).
Meetings are scheduled for March, and April. Bylaws require that we have four each year, the first occurred in July. The Nominating Committee requires two additional members. Their primary work would occur in March and April. The Standards Committee needs representation from the Law and Medical Libraries.
B. Discussion of P & T Dossier Routing (buff
handout).
All. The IUPUI Librarians Promotion and Tenure Committee Organization and Procedures document was granted approval by University Administration. The next steps are to create an IUPUI Librarian P&T Committee. The Bylaws need to be changed to reflect this new committee. A charge from the Executive Committee to the Bylaws committee is forthcoming. Also, the Post Tenure Review process needs to be reviewed by the Faculty Standards Committee, a charge from Executive Committee is forthcoming. Karen Janke will make a request to IULFC that the IULFC bylaws be changed (the Structure section) so IUPUI Librarians are no longer asked to serve on the IULFC P&T committee.
New Business:
A. Discussion of Third Year Review (pink
& green handouts).
All. There was some concern regarding whether Third-Year Reviews for IUPUI Librarians were mandatory. According to the document passed by the IUPUI Faculty Council, Third-Year Reviews are mandatory as stated by the phrase “will review.”
A question arose concerning the timing for submitting Third-Year Reviews. The timing depends on when a librarian is hired and when they plan to submit their dossier for promotion and tenure. If a librarian’s employment coincides with a new school year, they would submit their paperwork for third year review at approximately 2.5 years, with the review completed by the end of the third year. This timing would vary if a librarian begins at another time, and they should count backwards from when they plan to submit their dossier, so that they have two full academic years to act upon any recommendations from the third year review.
A motion was made to vote to approve the Third-Year Review for IUPUI Librarians document (green handout). The motion was seconded and the membership approved the document.
Nancy Eckerman made a motion to create an interim P&T committee with the following charge: 1) establish calendar in accordance with the procedures outlined in the IUPUI Librarians Promotion and Tenure Committee Organization and Procedures (buff handout) and Policy on Three-Year Formative Review of Tenure-Probationary Faculty and Librarians (pink handout), 2) to review materials submitted by librarians who are due for a third year review. 3) to tweak discrepancies found in the following documents: Third-Year Review for IUPUI Librarians (green handout) and Policy on Three-Year Formative Review of Tenure-Probationary Faculty and Librarians (pink handout).
The motion was seconded and approved.
Karen Janke called for nominations from the floor to
populate the Interim P&T Committee.
Sally Neal nominated Randi Stocker, who accepted the nomination. Miriam Murphy nominated the members of the
ad-hoc committee who drafted the third-year review guidelines, Todd

B. Discussion of IUPUI Dean of the Faculties’ Guidelines for preparing and reviewing P&T Dossiers.
Randi Stocker gave a presentation comparing and contrasting
the P&T criteria for IUPUI Librarians and Faculty. Ms. Stocker is interested in feedback from
the Library Faculty members regarding the confusion and contradictions as
illustrated by her analysis. Bill Orme and David Lewis stated the Academic
Handbook acknowledges librarians are not judged by the same standards as are
teaching faculty or clinical faculty from the
