Agenda Item I: Call to Order: Rosalie Vermette (IUPUI
Faculty Vice-President, 4.0064).
Vermette called the meeting
to order at 3:31pm.
Agenda Item II: Adoption of the Order of Business for the Day.
The order of business was
revised. The revised order of business
for the day was adopted.

Gellis gave a presentation
on: the background of the current Intellectual Property Policy; the rationale
behind revisions; and an overview of intellectual property issues involving
copyrights and patents. Her presentation
segued to the second reading of the revised Intellectual Property Policy
(“IPP”) (http://www.indiana.edu/~ufc/docs/AY06/circulars/U6-2006.doc).
In light of additional
recommendations for revision that have been made by various groups at IUPUI and
IUB, Ng announced that the IFC will act on the IPP at its May 2nd
meeting. The IFC office will circulate
revisions and relevant documents as they become available.
Bonser-Neal once again presented the slate for the election of
IFC Officers for 2006-08 terms.
Following the distribution and tallying of the ballots, Bart Ng was
announced as the President-Elect and Rosalie Vermette as the
Vice-President-Elect.
Bonser-Neal thanked all of
the candidates then moved that the ballots be destroyed. The motion was seconded and carried
unanimously.
Agenda Item VI: [INFORMATION ITEM] Presentation of Slates for Election
to the Faculty Council Executive Committee and Faculty Council Nominating
Committee for the 2006-08 terms: Cathy Bonser-Neal.
Bonser-Neal announced the slate of candidates for election to the
IFC Executive and Nominating Committees (respectively) for 2006-08 terms:
At the May 2, 2006 IFC meeting, you will be asked to vote
for up to four of the nine candidates listed below. Official ballots will
be distributed and then tallied at the May meeting. The four individuals
receiving the most votes will serve a two-year term (7/1/06-6/30/08), joining these
four individuals who will continue serving until 6/30/07: Jim Baldwin (University Library); Cliff Goodwin (Engineering &
Technology); Marion Wagner (Social
Work); and Enid Zwirn (Nursing/Medicine).
The following four members are serving terms that expire 6/30/06:

Agenda Item VII: [INFORMATION
ITEM] Integrated Image: Lisa Townsend (Executive Director - Office of
University Marketing).
Townsend gave a presentation
detailing recommendations made to the Board of Trustees regarding the IU
Integrated Image project [especially issues relating to university seal and
signature use]. The Trustees will act on
these recommendations—which were developed following a consulting firms’
report—in May 2006.
Faculty expressed concern
that the recommendations [which, faculty
observed to diminish IUPUI’s role as a core campus as well as the primary
location of the
Ng accepted IFC members Mary
Fisher and Henry Karlson’s offer to draft a faculty response.
Agenda Item VIII: [ACTION
ITEM] Proposed Revision to Campus Tobacco Policy: Karen Whitney (Vice
Chancellor for Student Life & Diversity, 4.8990, whitney@iupui.edu) and Ellen Poffenberger
(Assistant Vice-Chancellor for Human Resources, 4.8932, epoffenb@iupui.edu).
Whitney gave the third
reading of a proposed revision to the IUPUI smoking policy which would make the
campus “tobacco-free.” Whitney noted
that IUPUI student and staff governance groups have provided their
feedback. She then asked that the
faculty vote on the policy so that, in the event that the policy passes and the
Chancellor decides to move forward with it, the appropriate committees may
begin developing enforcement strategies.
Professor Henry Karlson moved
to amend the proposed policy, striking the third paragraph and rephrasing the
first line to begin “Tobacco use or
sale…” The motion was seconded and the question
called. The motion carried unanimously.
Three faculty members spoke
in support of the proposed policy, citing health concerns and public image as a
health and life sciences campus as rationale for their support. Three other faculty members spoke in
opposition to the policy, citing feasibility of enforcement, concerns about
student recruitment, inclusiveness, and personal freedom as rationale for their
opposition.
A member then called for a
quorum. The IUPUI Faculty Council’s
Constitution states that “a majority of the Faculty Council* constitutes a
quorum.” A headcount of voting members
present revealed that due to attrition during the meeting, a quorum was no
longer present.
* - according to our current roster, 54 [voting and
“ex officio voting”] members constitute a quorum.
The vote was postponed due to
a lack of quorum. The IFC Executive
Committee is consulting the Parliamentarian and exploring options for
conducting a vote on this issue in a timely manner.
Below please find the fifth draft of the revised
tobacco policy, forwarded by Vice Chancellor Whitney following the
meeting.
“Smoking Tobacco
Policy
Effective July 1, 2004 August 14, 2006
Tobacco
use or sale, including but not
limited to smoking is prohibited on university owned,
and operated orand leased property. within
30 feet of building entrances, exits, partially or fully enclosed walkways and
ventilation systems. All buildings, doorways, and fully or partially enclosed
walkways connecting buildings will be smoke free.
Exceptions may be
granted for specific auxiliary enterprises, as approved by the Chancellor.
Tobacco use, including
but not limited to smoking is not permitted in university owned,
leased, or operated licensed vehicles.
Advertising or sale
of tobacco products is not permitted. , or Promotion of tobacco
products and the sponsoring of campus events by tobacco companies or off
campus tobacco-promoting organizations for the purpose of promoting tobacco
related products is not permitted.
Enforcement of this policy will depend upon
all members of the campus community faculty, staff, and
students to not only to comply with this policy but also
to and encourage others to comply with this policy in order to
ensure a healthy environment in which to work, study, and live. Complaints
regarding Violations of this policy should be referred
to the appropriate administrative office for review and appropriate
administrative action: For faculty the Office of Academic Policies,
Procedures and Documentation; for staff, Human Resources Administration; or for
students, the Office of The Dean of Students.”
