Faculty Council Minutes (“IFC”): March 7,

Agenda Item I: Call to Order: Rosalie Vermette (IUPUI
Faculty Vice-President, 4.0064).
Vermette called the meeting
to order at 3:33pm.
Agenda Item II: Adoption of the Order of Business for the Day.
The order of business was
revised. The revised order of business
for the day was adopted.
Warner first showed IFC
members several new IUPUI TV spots currently airing in appropriate
markets. The commercials can be viewed
from the IUPUI homepage.
She then discussed the
progress of the IU Integrated Image project and recommendations relating to
university seal and signature use. The
Trustees have reviewed these recommendations but have not taken action on
them. Faculty offered several comments,
including a request for clarification of IUPUI’s presence in certain
signatures; further comments should be forwarded to Vice Chancellor
Warner.

IFC President Bart Ng later
announced that Vice-President for University Relations Mike Sample or his
designee will attend the April IFC meeting to further discuss Integrated Image.

minutes were unanimously approved and entered into record.

Agenda Item VI: [INFORMATION ITEM] Results of 2006-08 At-Large and UFC
Elections: Cathy Bonser-Neal.
Bonser-Neal then announced the results of the election of Representatives At-Large to
the IFC and IUPUI Representatives to the University Faculty Council (“UFC”)
for 2006-08 terms. Bonser-Neal thanked
all the candidates and congratulated the newly-elected representatives (listed

Agenda Item VII: [ACTION
ITEM] Proposed Revision to Campus Smoking Policy: Karen Whitney (Vice Chancellor for Student Life & Diversity,

Poffenberger (Assistant Vice-Chancellor for Human Resources, 4.8932, epoffenb@iupui.edu).
Vice Chancellor for Student
Life & Diversity Karen Whitney and Assistant Vice Chancellor for Human
Resources Ellen Poffenberger gave the second reading of a proposed revision to
the IUPUI smoking policy:
“Smoking Tobacco Policy
Effective
July 1, 2004 August 14, 2006
Tobacco use,
including but not limited to smoking is prohibited on university owned,
and operated orand leased property.within
30 feet of building entrances, exits, partially or fully enclosed walkways and
ventilation systems.
All buildings, doorways, and fully or partially
enclosed walkways connecting buildings will be smoke free. Exceptions may be
granted for specific auxiliary enterprises, as approved by the Chancellor.
Smoking is not permitted in university owned, leased,
or operated licensed vehicles.
Advertising, sale, or promotion of tobacco products and
the sponsoring of campus events by
tobacco companies or tobacco-promoting organizations
for the purpose of promoting tobacco related products is not permitted.
Enforcement of this policy will depend upon all members
of the campus community faculty, staff, and students to not only to
comply with this policy but also to and encourage others
to comply with this policy in order to ensure a healthy environment in which
to work, study, and live. Complaints regarding Violations
of this policy should be referred to the appropriate administrative office for
review and appropriate administrative action: For faculty the Office of
Academic Policies, Procedures and Documentation; for staff, Human Resources
Administration; or for students, the Office of The Dean of Students.”
The discussion that followed
included questions and observations re: enforcement; possible alienation of
colleagues who smoke; the promotion of
smoking cessation programs; the right of students to wear tobacco
company-related apparel; the impact of a smoke-free campus on whether or not
younger students will take up the habit; freedom of expression, etc.
The IFC declined to take an
official vote at this time—asking that the committee redraft the paragraph
relating to tobacco promotion on campus—but a “straw poll” revealed a nearly
50% split [of those for and against banning tobacco use on campus].
Faculty should forward
feedback on the proposed tobacco policy to the IFC office; it will be collected
and forwarded to Vice Chancellor Whitney.
Agenda Item VIII: [UPDATES]
From Academic Affairs: Betty Jones (Chair –
Academic Affairs Committee, 4.2248, betjones@iupui.edu).
Jones updated the IFC on the
current version of the Principles of Undergraduate Learning (“PULs”). The committee is still working on one
outstanding piece of the PULs: the definition of “Critical Thinking.”
Jones also announced that a
1-page proposal on general education at IU is forthcoming from the University
Faculty Council (“UFC”) Educational Policies Committee [of which she is
co-chair].
The motion was made to
approve the policy with the suggested revisions. The motion carried unanimously. The policy will be presented for UFC action
in late March.
Agenda Item X: [FIRST
Atkinson —joined by Distance
Education Committee Chair Anna McDaniel—then gave the first reading of the revised Intellectual Property Policy
(“IPP”) (http://www.iupui.edu/~fcouncil/documents/IPP-IFC-Draft-1-06.htm). To offer some context for the revisions,
Atkinson provided the IFC with the final report by the committee that reviewed
the existing IPP (http://www.iupui.edu/~fcouncil/documents/ipp_rev_comm.pdf).
Among other things, the
revisions to the IPP are intended to clarify standards, strengthen faculty
oversight, and address the unique issues presented by online course materials.
The
IFC will act on the IPP at its April 4th meeting. The policy will be up for UFC action in late
April.
