Agenda Item V: [INFORMATION ITEM] “Our Students: Changing Demographics Changing Campus Life:” Karen Whitney (Vice Chancellor for Student Life & Diversity, 4.8990 whitney@iupui.edu).

Whitney gave a presentation titled “Our Students: Changing Demographics Changing Campus Life” (http://www.iupui.edu/~fcouncil/documents/IUPUIstudents2006.ppt)  high-lighting the unique qualities of and challenges facing IUPUI students.  Information included:

    • 16% of IUPUI undergraduate students represent ethnic or racial minorities;
    • 37% of IUPUI undergraduates are age 25 or older;
    • 70% of IUPUI undergraduates work an average of 29 hours per week;
    • 61% of IUPUI undergraduate students are first-generation college students; and
    • 27% of IUPUI undergraduates have children;

As the Campus Center nears completion, a suggestion was made from the floor that the IFC and other campus groups should discuss the possibility of establishing campus cultural centers as a means of strengthening the campus commitment to diversity.

In closing, Vice Chancellor Whitney welcomed members to contact her if you would like her to give this presentation to your department or school.

Agenda Item VI: [DISCUSSION ITEM] Can the IFC Vote in March on the Campus’ Readiness to Go Smoke-Free?:  Karen Whitney.

Whitney then introduced a proposed revision to the IUPUI smoking policy which would make the campus smoke-free.  Faculty, staff, and student governance groups will be voting on the proposal in the weeks leading up to Spring Break.

Agenda Item VII: [UPDATES] From Academic Affairs: Betty Jones (Chair – Academic Affairs Committee, 4.2248, betjones@iupui.edu).

This item was postponed for further committee work.

Agenda Item VIII: [INFORMATION ITEM] Report from the Admissions Committee / Admissions Policies for 2008: Betty Jones.

Jones gave an annual report on IUPUI Admission Standards for 2008 (http://www.iupui.edu/~fcouncil/documents/admissions_fall_2008.htm).  These standards—which were edited on February 2, 2006 for consistency with the UFC Indiana University Policy and Template and Guidelines for Campus Admission Policies (approved January 31, 2006 and posted at http://www.indiana.edu/~ufc/docs/AY06/circulars/U9-2006.htm)—were approved by the University College (“UC”) Admissions Committee on January 18, 2006.  Jones went on to explain that in 2004 the IFC empowered the University College faculty with primary and initiating responsibility for reviewing and recommending changes in undergraduate admissions policies and practices.

Ng expressed concern that allowing certain low high school grades among admitted first-year students could contribute to the mislabeling of IUPUI as a second class institution.

One member urged the admission committee to be mindful of students taking the GED to avoid completing the Core 40 in high school and continue safeguarding against this.

Agenda Item IX: Call for any FC or UFC Standing Committee reports.

No discussion.

Agenda Item X:  Chancellor's Report: Charles Bantz (IUPUI Chancellor & IU Vice-President).

Bantz briefed the IFC on the following:

  • First, addressing IFC concerns about new responsibilities assigned to his office, the Chancellor noted the following –
      • both he and Vice President Craig Brater discussed their new responsibilities at length with President Herbert;
      • he will be overseeing academic processes relating to promotion & tenure on regional IU campuses; and
      • he will be the Commitment to Excellence (“CTE”) project contact for the regional campuses.

  • The Chancellor then received other feedback from IFC members:
    • IUPUI can suffer when tuition is raised, as so many of our students work.  There is a correlation between the number of hours worked outside of school and a student’s performance.

    • Many faculty hope that the review of Responsibility Center Management [spurred by Trustee concerns about the unavailability of funds for investment by the President] will not lead to further centralization.

    • IFC members raised concerns that the Life Sciences Plan implies “second class citizen status” for IUPUI within the university system.  The Chancellor reminded faculty that IUPUI’s stellar (and “first class”) record as a research institution—and generator of research monies—speaks for itself.

    • The IFC plays an important role in the CTE review process.  For example, the IFC Executive Committee provided the Chancellor with the names of faculty for appointment to the review committee.  The IFC will also play a critical role in conveying to faculty the direction of CTE projects (a focus on Life Sciences, etc.).

    • Citing concerns among some IFC members that the review committee may not meet in person, the Chancellor assured the council that the review process must and will be “robust, rigorous, and fair” and that the committee will be urged to meet face-to-face.

  • The search for the Executive Vice Chancellor is on-schedule.

  • On January 31st, the UFC approved a policy, templates, and guidelines for campus admission standards [see admissions report]. IFC President Bart Ng then noted that he will work with Becky Porter to draft IUPUI’s response to the passed policy when it goes before the Trustees.

  • At meeting time, the IUPUI Men’s and Women’s basketball teams are in 1st and 2nd place, respectively, in their conferences.  The coaching staff is to be credited with valuing academic excellence as much as athletic prowess.

Agenda Item XI: President's Report: Bart Ng (IUPUI Faculty President & UFC Co-Secretary, 4.8185, bng@math.iupui.edu).

Ng briefed the IFC on the following:

  • First—to much applause—Professor Enid Zwirn thanked President Ng for his tireless efforts on behalf of IUPUI [during the restructuring, especially]. Ng thanked the IFC and followed by saying, “I would just like to begin by thanking all of you for working so hard in recent weeks.  As I meet with the Trustees and President Herbert, I’ve been proud to represent such a cohesive, thoughtful, clear faculty voice.”

Agenda Item XII: New Business?

No discussion.

Agenda Item XIII: Question / Answer Period.

No discussion.

Agenda Item XIV: Unfinished Business?

No discussion.

Agenda Item XV:  Adjournment.

A motion to adjourn was made and seconded.  The motion carried.  Vice President Vermette adjourned the meeting at 5:29pm.
