Agenda Item I: Call to Order: Rosalie Vermette (IUPUI Faculty Vice-President, 4.0064). 

Vermette called the meeting to order at 3:33pm. 

 

 

Agenda Item II: Adoption of the Order of Business for the Day.

The order of business was revised.  The revised order of business for the day was adopted.

 

 

Agenda Item III: [ACTION ITEM] Memorial Resolution – David W. Allmann, Professor, School of Medicine (Biochemistry and Molecular Biology).

The IFC adopted the resolution and stood for a moment of silence.

 

 

Agenda Item IV: [INFORMATION ITEM] Campus Campaign Update: IU Foundation Representative.

IFC and Campus Campaign 2006 [Faculty] Representative Alan Schmetzer announced the kick-off of the 2006 campaign.  Schmetzer urged faculty to donate and encourage colleagues to do the same, helping the campaign exceed last year’s numbers (941 faculty/staff campaign participants) and meet new goals (1100 faculty/staff campaign participants).   Donation forms should arrive via campus mail or interested donors may visit the Campus Campaign website at http://www.campuscampaign.iupui.edu/.

 

           

Agenda Item V: [ACTION ITEM] IFC 12/6/05 Minutes:  Up for Approval.

Agenda Item VI: [ELECTION] Board of Review Pool and the Faculty Grievance Advisory Panel (“FGAP”): Cathy Bonser-Neal (Chair – Nominating, 4.3448, cneal@iupui.edu).

Bonser-Neal distributed ballots for the election to the Board of Review Pool and the Faculty Grievance Advisory Panel (“FGAP”).  The following individuals were elected for the 2006-08 terms:

[On behalf of Bonser-Neal] Nominating Committee representative Dolores Hoyt thanked all the candidates then moved that the ballots be destroyed.  The motion was seconded and carried unanimously.

           

 

Agenda Item VII: [INFORMATION ITEM] Call for Nominees for IFC President and Vice President: Cathy Bonser-Neal.

Bonser-Neal called for nominations President and Vice President of the IFC for the 2006-08 terms.  Duties of and qualifications for both offices can be found in the IFC Bylaws (http://www.iupui.edu/~fcouncil/constitution.htm).

 

Any faculty member interested in nominating or self-nominating should submit said nomination to the IFC Office via phone, campus, mail, or e-mail (4.2215, UN 403, molmarti@iupui.edu) no later than Wednesday February 1st.  All candidates should submit an election statement (history of service on the council, goals, etc.) to the IFC office by Monday February 13th.  Candidates’ statements will be distributed to the IFC membership via e-mail.

 

 

Agenda Item VIII: [INFORMATION ITEM] Report on Representatives to Be Elected in Spring 2006.

Bonser-Neal directed the IFC members’ attention to the annual report on “Representatives to be Elected” (http://www.iupui.edu/~fcouncil/documents/to-be-elected_0608.htm) for 2006-08. 

 

 

Agenda Item IX: [POSTPONE] From Academic Affairs – Campus-Wide Probation, Dismissal, Reinstatement Policy: Betty Jones (Chair – Academic Affairs Committee, 4.2248, betjones@iupui.edu).

Jones announced that the committee continues its work on the campus-wide Probation, Dismissal, and Reinstatement Policy.

 

 

Agenda Item XI: [ACTION ITEM] From Academic Affairs – Updated Principles of Undergraduate Learning (“PULs”): Betty Jones.

Jones gave a third reading of the revised Principles of Undergraduate Learning (“PULs”), originally adopted by the IFC in 1998. Last year the issue of reviewing the PULs was presented to the Academic Affairs Committee.  In this draft of the PULs, the committee has attempted to address semantic and formatting inconsistencies, as well as issues relating to implementation and assessment.

NOTE:  In the document linked above, the 1998 PULs are shown side-by-side with the [proposed] revised PULs.  This draft does not reflect language relating to implementation and assessment incorporated in previous drafts reviewed by the IFC in Fall 2005. Language regarding implementation and assessment will undergo separate review by the IFC Executive Committee and be returned to the IFC at a later date.

 

Jones reviewed each of the six principles, highlighting new and revised language.  The definitions and outcomes contained under each principle were undertaken as individual motions [as detailed below]:

 

*KEY: Underlined blue type represents revised language proposed by the AAC.  Revisions to new language proposed by the AAC via motions from the floor of the IFC on 1/10/06 are printed in underlined bold red type.  Bold red type that has been struck-through represents language revised from the floor of the IFC that was not revised by the AAC [i.e. – is original language, from the 1998 draft].

§        PRINCIPLE 1: Core Communication and Quantitative Skills

The motion was made to adopt the Definition and Outcomes listed under Principle 1 [including friendly amendments from Professors Katie Hanna, Jim Baldwin, and Mary Fisher].  The motion carried (with some dissent).

 

[Definition:] The ability of students to express and interpret information, perform quantitative analysis, and use information resources and technology--the foundational skills necessary for all IUPUI students to succeed.

[Outcomes:] Core communication and quantitative skills are demonstrated, respectively, by the student’s ability to

        a.   express ideas and facts to others effectively in a variety of formats, particularly written, oral, and visual formats;

                                      b.   comprehend, interpret, and analyze ideas and facts;

                                      c.   communicate effectively in a range of settings;

        d.   identify and propose solutions for problems using quantitative tools and reasoning;

                                      e.   make effective use of information resources and technology.

§        PRINCIPLE 2: Critical Thinking

Following some discussion and two withdrawn motions, a motion was made by Professor Fisher and seconded by Martin Spechler to return the Definition under Principle 2 to committee for rewording.  The motion carried (with some dissent).

[Definition:] The ability of students to use a wide range of cognitive skills to reach informed decisions.

Following some discussion and two failed motions to amend a. and f. [under “Outcomes”], the motion was made to adopt the Outcomes listed under Principle 2 [including a friendly amendment to make the language consistent with a friendly amendment to Principle 1].  The motion carried unanimously.

[Outcomes:] Critical thinking is demonstrated by the student’s ability to

a.    use acquired knowledge to understand new concepts;

b.    apply knowledge to practical situations and make informed decisions;

c.    analyze complex concepts logically and from multiple perspectives;

d.     synthesize information and arrive at reasoned conclusions;

e.     evaluate the logic, validity, and relevance of data and conclusions.

 

§        PRINCIPLE 3: Integration and Application of Knowledge

Following some discussion and a failed motion to strike d. [under “Outcomes”] the motion was made to adopt the Definition and Outcomes listed under Principle 3 [including a friendly amendment to make the language consistent with a friendly amendment to Principle 1].  The motion carried unanimously.

[Definition:] The ability of students to use information and concepts from studies in multiple disciplines in their intellectual, professional, and community lives.

[Outcomes:] Integration and application of knowledge are demonstrated by the student’s ability to

a.     enhance their personal lives;

b.     meet professional standards and competencies;

c.     further the goals of society; and

d.   work across traditional course and disciplinary boundaries.

 

§        PRINCIPLE 4: Intellectual Depth, Breadth, and Adaptiveness

Following some discussion and three failed motions to amend “Outcomes,” the motion was made to adopt the Definition and Outcomes listed under Principle 4 [including a friendly amendment to make the language consistent with a friendly amendment to Principle 1].  The motion carried (with some dissent).

[Definition:] The ability of students to examine and organize disciplinary ways of knowing and to apply them to specific issues and problems.

[Outcomes:] Intellectual depth, breadth, and adaptiveness are demonstrated by the student’s ability to

a.   show substantial knowledge and understanding of at least one field of study;

b.    compare and contrast approaches to knowledge in different disciplines;

c.     modify one's approach to an issue or problem based on the contexts and requirements of particular situations.

 

§        PRINCIPLE 5: Understanding the Diversity of Societiesy and Cultures

Professor Spechler moved to revert to the orginal title of Principle 5.  Professor Marianne Wokeck seconded the motion, which carried (with some dissent).  A motion was made by Professor Nathan Houser and seconded by Professor Anne Belcher to amend the first sentence under “Outcomes” to reflect the amended title of the Principle.  The motion carried (with some dissent).  Professor Baldwin moved to restore the final line from the original version of c. [under “Outcomes”].  The motion carried (with some dissent).  Following a failed motion to amend the Definition and a withdrawn motion to amend the “Outcomes,” the motion was made to adopt the Definition and Outcomes listed under Principle 5 [including a friendly amendment to make the language consistent with a friendly amendment to Principle 1].  The motion carried (with some dissent).

[Definition:] The ability of students to recognize their own cultural traditions and to understand and appreciate the diversity of the human experience.

[Outcomes:] Understanding the diversity of societiesy and cultures is demonstrated by the student’s ability to

a.     compare and contrast the range of diversity and universality in human history, societies, and ways of life;

b.     analyze and understand the interconnectedness of global and local communities; and

c.     operate with civility in a complex world.

 

§        PRINCIPLE 6: Values and Ethics

Professor Andre De Tienne moved to reword b. [under “Outcomes”].  Professor Nancy Eckerman seconded the motion, which carried (with some dissent).  A motion to further reword b. then failed.  The motion carried (with some dissent).  A motion to add an item d. [under “Outcomes”] to reflect health and wellness failed.  A motion [by Professors Steve Mannheimer and Baldwin] to strike the word “aesthetics” from b. [under “Outcomes”] carried (with some dissent).  The motion was made to adopt the Definition and Outcomes listed under Principle 6 [including a friendly amendment to make the language consistent with a friendly amendment to Principle 1].  The motion carried (with some dissent).

[Definition:] The ability of students to make sound decisions with respect to individual conduct, citizenship, and aesthetics.

[Outcomes:] A sense of values and ethics is demonstrated by the student’s ability to

a.   make informed and principled choices and to foresee consequences of these choices;

b.   explore, and understand, and cultivate an the nature and appreciation for of beauty and art (aesthetics);

c.   understand ethical principles within diverse cultural, social, environmental and personal settings.

 

The definition contained under Principle 2 [“Critical Thinking”] will be up for IFC action on February 7th.

 

The IFC leadership thanked Jones and her committee for their hard work.

                                                                                                                                                                                                                          

 

 

Agenda Item X: Call for any FC or UFC Standing Committee reports.

Representative Marianne Wokeck reported [on behalf of Distance Education Committee Chairs Enrica Ardemagni and Anna McDaniel] that the committee met with Stacy Morrone to discuss the implementation of OnCourse CL.   The committee strongly urges the university not to rush the retirement of [the original] OnCourse/the transition to OnCourse CL.

 

Vermette reported [on behalf of Budgetary Affairs Committee Chair Ben Boukai and Campus Planning Committee Chair L. Jack Windsor] that the schedule for the 2006 Budgetary Hearings has been set.

 

 

Agenda Item XII:  Chancellor's Report: Charles Bantz (IUPUI Chancellor & IU Vice-President).

Bantz briefed the IFC on the following:

 

·        Chancellor Bantz called on Executive Vice Chancellor and Dean of the Faculties William Plater, who reported that Spring 2006 enrollments appear to have exceeded expectations.

 

·        Planning and Budgeting hearings begin in the coming weeks.

 

·        The Trustees have convened a committee to review the Responsibility Center Management structure.

 

·        The Chancellor has convened a review of the campus hiring process.

 

·        The search committee for IUPUI’s Executive Vice Chancellor continues its work, with the anticipation that candidates will soon schedule campus visits.

 

·        Faculty can expect updates on the “Commitment to Excellence” (“CTE) proposal review process next week.

 

·        Vice Chancellor for Student Life and Diversity Karen Whitney is in conversation with faculty, staff, and student groups to discuss the evolution of IUPUI’s smoking policy and appropriate, effective strategies for a making the transition to a smoke-free campus.

 

·        As announced at the last IFC meeting, the IUB faculty submitted two resolutions to the Trustees at their December meeting.  The Trustees met in various executive sessions with faculty representatives, the university Vice Presidents, and Chancellors to discuss issues raised about the administrative direction of IU.  The Trustees have called a special session for January 14th.  President Herbert is expected to make a statement this week.  In closing, Bantz remarked “It is extraordinarily impressive how seriously the Trustees have taken the question have been raised.”  The Trustees, the Chancellor noted, are committed to focusing on the future of all eight IU campuses.

 

 

Agenda Item XIII: President's Report: Bart Ng (IUPUI Faculty President & UFC Co-Secretary, 4.8185, bng@math.iupui.edu).

Vermette announced that IFC President Bart Ng was at a conference and will report to the IFC at a later date.

 

Vice President Vermette then directed IFC members attention to Dean Plater’s memo [distributed to faculty by their respective deans] regarding undergraduate attendance and associated policies (Administrative Withdrawal, the “FN” grade,” etc.).  The IFC Executive Committee plans to host a town hall meeting in March to foster further discussion of the issue.
