Agenda Item I: Call to Order: Rosalie Vermette (IUPUI
Faculty Vice-President, 4.0064).
Vermette called the meeting
to order at 3:30pm.
Agenda Item II: Adoption of the Order of Business for the Day.
The order of business was
revised to move the discussion of a mission statement for IUPUI to an earlier
juncture. The revised order of business
for the day was adopted.
Agenda Item VI:
[ACTION
ITEM] FC 4/5/05 Minutes: Up for Approval.
The IFC April 5, 2005 minutes
were unanimously approved and entered into record. These
minutes are available to view online at http://www.iupui.edu/~fcouncil/minutes/fc05405html.htm.
The election was conducted
and new members were elected to the IFC Executive Committee and IFC Nominating
Committee (respectively) for the 2005-07 terms.

IUPUI Athletics Chair and
IUPUI NCAA Faculty Representative Kulsrud presented, both, the annual report on
athletics and a report from Vice Chancellor for Administration & Finance
Robert Martin on the fiscal state of Division I Athletics at IUPUI. Both reports are available upon request from
the IFC office.
Agenda Item X: [ACTION ITEM] Re
Bivin gave the second of the “Resolution on Journals, Databases, and
Threats to Scholarly Publication” (http://www.iupui.edu/~fcouncil/documents/scholarly_publication.htm)
which seeks to address the
current climate, in which access
to scholarly publications has been jeopardized due to the increasingly
profit-driven nature of the academic publishing arena. The draft presented included revisions
recommended on April 5th by the IFC.
The IFC made two friendly amendments—to add
language along these lines, “as long as the quality of work is sufficiently
established through peer review,” to #5 and to replace “significant weight”
with “appropriate weight” in #6 — and, then,
unanimously adopted the amended resolution, with the understanding that the
Library Affairs Committee will make the recommended revisions.
Agenda Item XI: [ACTION ITEM] IUPUI Procedures for Addressing Student
Misconduct: Robert Yost (Chair – Student Affairs Committee, 8.1147). NOTE:
A revision was recommended after the Procedural document went to
print. The following language should be
added to Lines 36 and 45: “After consulting one another the faculty
member and the Dean of Students…”
Yost gave a second reading
of, both, a flowchart detailing procedure for alleged cases of academic
misconduct (http://www.iupui.edu/~fcouncil/documents/IUPUI_misconduct_flowchart.mht)
and the documents detailing a proposed IUPUI-specific addendum to the Student
Code: “Student Disciplinary Procedures for Academic
Misconduct involving the IUPUI Campus.” (http://www.iupui.edu/~fcouncil/documents/IUPUI_misconduct_procedures.htm). Following an adopted amendment* proposed by
Representative Terry Baumer, a motion to approve the flowchart was made. The motion carried.
*Proposed to
make the chart consistent with language in the Code Addendum document by reconciling
Section D. of the procedural document with the corresponding segment of the
flowchart. #2 on the chart should be
inserted into the descriptive document for clarification: “Should the Academic Officer elect not to meet
with the instructor and the student, they should convene an Appeal Board
comprised of faculty and students from the School, Unit or Division.” In
short, the Officer is given the option of proceeding to Section E.
A motion was made to approve
the Code Addendum Document (Student Disciplinary Procedures for Academic
Misconduct involving the IUPUI Campus). The motion carried.
Yost then updated the IFC on
the status of the Revised Indiana University Student Code of Rights,
Responsibilities, and Conduct (http://www.indiana.edu/~ufc/docs/AY05/Circulars/U8-2005c.approved.rtf)
which was approved by the University Faculty Council (“UFC”) on April 12th
(following an April 11th
meeting in which a majority of the concerns expressed at the April 5th
IFC meeting were vetted to Student Affairs Chair Yost who, in turn, later made
friendly amendments before the UFC).
On behalf of his committee, Yost made a motion for IFC endorsement of
the plan to present the revised Code for consideration by the Board of Trustees
on May 5th [pending
proofreading]. The motion carried.
In closing, Yost made a
motion on behalf of his committee to adopt the following amended language into
Part IV: C of the Revised Code [in order to make the procedural language for academic
and personal misconduct consistent]:
“At
the hearing, the Dean of Students or the student may present and examine
witnesses, present other evidence, and cross-examine witnesses. The student may, at their own expense, have
an adviser or other counsel present during the conference, but that adviser or
counsel is limited to the role of advising the student, and the advisor or
counsel may not make any statements during the conference. The student charged with an offense may…”
The motion carried.
Agenda Item XIII: [ACTION ITEMS] From Academic Affairs: Betty Jones (Chair – Academic Affairs
Committee, 4.2248).
A.
Proposal for Revision of Graduation with Academic
Distinction Policy.
Jones
gave a second reading of the Proposal for
Revision of Graduation with Academic Distinction Policy (http://www.iupui.edu/~fcouncil/documents/grad_distinction.htm). This proposal seeks to revise the university
policy on graduation with distinction in two ways. First, Jones made a motion on behalf of her
committee to amend the policy to require that students earn a G.P.A. of 3.5 or
greater in their major rather than requiring that they place among the top 10%
of graduates from that major to graduate with distinction. This revision was
proposed in response to faculty feedback.
The motion failed.
Jones
then moved [on her committee’s behalf] to amend the latter half of the policy
to read: “Additionally, baccalaureate degree candidates must have completed
a minimum of 60 hours at

Agenda Item XIV: [ACTION ITEM] Conflict of Commitment and Conflict of
Interest Policies: Marion Wagner (Chair – Faculty Affairs, 4.6733) and Mark
Brenner (Vice Chancellor for Research & Graduate Education).
Due
to time constraints, this item was
postponed for IFC action in Fall 2005.
The IFC reviewed draft
Mission Statements for IUPUI. President
Adam Herbert has requested that campus mission statements be submitted by June
10th. Following a motion by
Representative Mary Fisher, the IFC decided to center the discussion on a draft
developed, in congress, by the IUPUI Mission Differentiation Task Force, the
IFC Executive Committee, and various members of the faculty. IFC members moved for several friendly
amendments intended to clarify language.
Friendly amendments made by Representatives Henry Karlson, Ann Fletcher,
and Jim Baldwin (respectively) were adopted.
Friendly amendments by Ex Officio Representatives Kristin Reuille and
William Plater and Representative Ed Berbari failed. The resulting draft reads as follows:
“Indiana University–Purdue
University Indianapolis (IUPUI) is the urban research and academic health
sciences campus of
Representative Jeff Vessely
moved that the question be called. Vice
