The IFC March 1, 2005 minutes
were unanimously approved and entered into record. These

Johnson
presented the following slate of candidates for election to the IFC Executive
and Nominating Committees, respectively, for the 2005-07 terms:
At the May 3, 2005 IFC meeting, you will be asked to vote
for up to four of the nine candidates listed below. Official ballots will be
distributed and then tallied at the May meeting. The four individuals receiving
the most votes will serve a two-year term (7/1/05-6/30/07), joining these
four individuals who will continue serving until 6/30/06: Janice Froehlich (Medicine); Robert Osgood (Education); Jeffrey Watt

Stimming briefed the IFC on
the mission of Work/Life and the resources available through its
programming. IUPUI Work/Life is a series of programs aimed at “providing
tools for integrating work, academic and personal pursuits.” Past
workshops offered by Work/Life have covered topics such as basic financial
management, eldercare, and “home-buying savvy.”

Karlson gave a second reading
of the following proposed amendment to Article III, Section B, Numbers 1, 4, 6,
10, 11, and 15* of the Bylaws of the IUPUI Faculty:
“The Executive Committee of the IUPUI Faculty Council may appoint one or more students as non-voting members of the standing committee. The Executive Committee of the IUPUI Faculty Council shall make this appointment based on nominations submitted by the Undergraduate Student Government and Graduate Student Organization.”
*Numbers 1, 4, 6, 10, 11, and 15 pertain
to the following standing committees of the IFC: Academic Affairs; Campus
Planning; Distance Education; Library Affairs; Metropolitan Affairs;
Technology.
The motion to amend the
bylaws was made and seconded. The
amendment passed with approval by 2/3 of the voting membership present.
Agenda Item X: [ACTION ITEM] Revised IU Student Code of Rights,
Responsibilities, and Conduct: Rick Ward for Robert Yost (Chair – Student
Affairs Committee, 8.1147, ryost@iupui.edu).
Ward (on behalf of Chair
Robert Yost) gave a second reading of the “Proposed Revisions to the Indiana
University Student Code of Rights, Responsibilities, and Conduct” in the
interest of moving for IFC endorsement of the revisions prior to University
Faculty Council (“UFC”) action on the code on April 12th. Ward informed the IFC that University Counsel
has reviewed and approved the revised code.
IFC concerns and observations
about the revised code included:
·
That
clarification was needed to ensure the protection of academic freedom;
·
That clarification
was needed in the passage on academic dishonesty;
·
That the revision
was “far more effective” than the current code;
·
Whether or not
the university should have the prerogative/authority to address off-campus
misconduct.
Jennifer Delaney (on behalf
of Undergraduate Student Government (“USG”) President Christopher Borkowski)
reported that the USG has endorsed the revised code.
The question was called and a
majority of IFC members voted not to endorse the revised code due to the
interest in further clarification expressed by some colleagues. The IFC did request that Representative Henry
Karlson meet with Student Affairs Chair Yost and Representative Ward to discuss
and work to address the concerns expressed by the IFC prior to the April 12th
UFC meeting.
On April 12th (following an
April 11th meeting in which a majority of the IFC’s concerns were
vetted to Student Affairs Chair Yost who, in turn, later made friendly
amendments before the UFC) the UFC approved the revised Indiana University
Student Code of Rights, Responsibilities, and Conduct which will now be
forwarded for consideration by the Board of Trustees. The IFC will be notified when the final
draft—including all friendly amendments—of the code [being sent for review by
the Trustees] becomes available.
Agenda Item XI: [FIRST
Ward (on behalf of Chair
Robert Yost) gave a first reading the proposed IUPUI-specific addendum to the
Student Code: “Student Disciplinary Procedures for Academic
Misconduct involving the IUPUI Campus.”
The policy will be up for IFC action on May 3rd.
Minick
sought the endorsement of the IFC for the “Paid Family Leave Policy for
Academic Appointees” (prior to UFC action
on April 12th) which seeks to broaden the scope of the current family medical leave policy for
academic appointees from 60% [to 100%] in
the interest of motivating wider use.
Echoing the concerns of some IFC
colleagues—that, while admirable and
important, proposal would not be supported by the Board of Trustees in light of
the unpredictable fiscal atmosphere in
Kryder-Reid gave the first
reading of the “Resolution on Journals,
Databases, and Threats to Scholarly Publication” which seeks to address the current climate, in which
access to scholarly publications has
been jeopardized due to the increasingly profit-driven nature of the academic
publishing arena. The IFC recommended
some semantic revisions. The policy will
be up for IFC action on May 3rd.
Agenda Item XIV: [FIRST
Jones gave first readings of
the following proposals:
·
“Proposal for
Campus-wide Probation, Dismissal, and Reinstatement Policy:” In response to a
question from the floor, Jones explained that units/schools would be allowed to
impose more (but not less) stringent criteria than those expressed in the
policy. The policy will be up for IFC action on May 3rd.
·
“Proposal for
Revision of Graduation with Academic Distinction Policy:” This proposal seeks
to revise the university policy on graduation with distinction, requiring that
students earn a G.P.A. of 3.5 or greater in their major rather than requiring
that they place among the top 10% of graduates from that major. This revision was proposed in response to
faculty feedback. Some IFC members
expressed concerns about possibly diminishing the perceived value of graduation
with distinction by recognizing students within broader parameters, while
others expressed concerns about the feasibility of administering such a
policy. The policy will be up for IFC action on May 3rd.
Jones then asked the IFC to
review and reflect on the following talking pieces, not currently slated for
IFC action:
·
Two items [currently being circulated for feedback at the UFC level] relating to General
Education at IU: http://www.iupui.edu/~fcouncil/documents/gen_ed_draft.htm and http://www.iupui.edu/~fcouncil/documents/gen_ed_commentary.htm.
·
The current
Principles of Undergraduate Learning (“PULs”) (as approved by the IFC in 1997) and some proposed revisions to the
PULs.
In
the interest of time, Vice Chancellor Martin and IUPUI Athletics Representative Bill Kulsrud
offered to postpone their report until the May 3rd IFC meeting.
Bantz reported the following:
·
Vice Chancellor for External Affairs Cheryl Sullivan has departed the university to work for Senator Evan
Bayh. Amy Conrad Warner has been
appointed interim Vice Chancellor.
·
President Adam
Herbert has issued memos to each IU campus in response to the Mission Differentiation
Project (“MDP”). The MDP report— “Eight
Campuses, One Shared Destiny” — is available to view online at http://www.iupui.edu/~fcouncil/documents/Mission_Differentiation_at_IU.htm.
Ng made the following announcements:

The Annual Report
on Affirmative Action will be given at the May 3rd IFC meeting.
·
The Town Hall
Meeting on I/T & Network Security will be held on Wednesday April 13th
at 3:00pm in the UL Auditorium.
Representative
Kathy Lay directed the IFC’s attention to information about upcoming campus
recycling initiatives.

MOTION
To
amend Article III, Section B, Numbers 1,
4, 6, 10, 11, and 15* of the bylaws
of the IUPUI Faculty to read as follows:
“The
IUPUI Faculty Council Executive Committee may appoint one or more students as
non-voting members of the standing committee. The IUPUI Faculty Council
Executive Committee shall make this appointment based on nominations submitted
by the Undergraduate Student Government and Graduate Student Organization.”
*Numbers 1, 4, 6, 10, 11,
and 15 pertain to the following standing committees of the IFC: Academic
Affairs; Campus Planning; Distance Education; Library Affairs; Metropolitan
