Agenda Item I: Call to Order: Rosalie Vermette (IUPUI

Vermette called the meeting
to order at 3:31pm.
Agenda Item II: Adoption of the Order of Business for the Day.
The order of business for the
day was adopted.
Agenda Item III: [ACTION ITEM] FC 2/1/05 Minutes: Up for Approval.
The IFC February 1, 2005
minutes were unanimously approved and entered into record. These

Watt gave a second reading of
the committee’s Recommendation to Amend the UFC 3/27/01 Policy on 100/200 Level Course
Transfers to IU from Two-Year Institutions:
EXISTING UFC POLICY (3/27/01): “Credits earned at undergraduate institutions
other than Indiana University in courses at first or second-year levels
(100/200-level courses or courses completed in two-year institutions) and
transferred for IU credit may not be recorded as equivalent to IU course
credits at advanced (300/400) levels, or applied to degree requirements
normally fulfilled only by advanced level course credits.”
PROPOSED AMENDMENT: “Credits
earned at undergraduate institutions other than Indiana University in courses
at first or second-year levels (100/200-level courses or courses completed in
two-year institutions) and transferred for IU credit may not be recorded as
equivalent to IU course credits at advanced (300/400) levels, or applied to
degree requirements normally fulfilled only by advanced level course credits,
except when the faculty in an academic unit specifically approves first or
second-year level courses (100/200-level courses or courses completed in
two-year institutions) as equivalent to IU course credits at advanced (300/400)
levels.”
Watt reiterated that the
policy will provide guidelines for and allow action on the few occasions where
the question of course transfer parity arises as a result of the fact that
IUPUI does not explicitly define the components of a 200- or 300-level
course. Becky Porter assured IFC members
that the current practice—allowing only the unit to which the course would
transfer to review each case— will stand, having been recorded as protocol by
this policy amendment.
IFC members asked that
stronger language be added to the policy to clarify that the department/unit to
which the course was being transferred would make the determination about the
appropriate application of credits. This
was followed by a friendly amendment from the floor correcting the punctuation
of the new policy. The IFC elected to
pass the policy with the understanding that further "word-smithing" would take place at the committee level
following passage.
The
motion to approve this policy amendment was made, seconded, and—with no
objections heard—carried. The IFC
unanimously passed the amendment to the UFC 3/27/01 Policy on 100/200 Level
Course Transfers to IU from Two-Year Institutions.
Jones provided a report on
student misconduct in 2004. The IFC has
requested that this report be made to the faculty on an annual basis. The
report details are contained in ‘Addendum
A’ of these minutes.
Agenda Item VI:
[UPDATES]
The Revised IUPUI Student Code of Rights, Responsibilities, and Conduct &
Proposed Procedure for Cases of Alleged Academic and
Personal Misconduct: Rick Ward for
Robert Yost (Chair - Student Affairs Committee, 8.1147, ryost@iupui.edu).
Ward updated the IFC on the
status of the Proposed Revisions to the Indiana University Student Code of
Rights, Responsibilities, and Conduct.
The Student Affairs Committee
will meet on March 3rd to continue their work based on feedback
offered at February and March meetings of the Student Affairs Committee, the
IFC and the UFC. A campus-specific draft
of procedures for responding to academic and personal misconduct at IUPUI will
be given a first reading at the April 5th IFC meeting. The revised Code of Rights, Responsibilities,
and Conduct will be presented for IFC endorsement/action at the April 5th
IFC.
Karlson gave a first reading
of the following proposed amendment to Article III, Section B, Numbers 1, 4, 6,
10, 11, and 15* of the Bylaws of the IUPUI Faculty:
“The IUPUI Faculty Council Executive Committee may appoint one or more students as non-voting members of the standing committee. The IUPUI Faculty Council Executive Committee shall make this appointment based on nominations submitted by the Undergraduate Student Government and Graduate Student Organization.”**

committees of the IFC: Academic Affairs; Campus Planning; Distance Education;
Library Affairs; Metropolitan Affairs; Technology.
**the proposed amendment above reflects two
friendly amendments from the floor, both of which were accepted by the
committee.
Karlson announced that the
first reading of this proposal serves as written notice to the faculty of
intent to amend the bylaws. This
amendment will be presented for a vote at the April 5th IFC meeting
and will require approval by 2/3 of the voting membership present for passage.
The University Faculty
Council (“UFC”) Distributed Education Committee’s Preliminary Response to Task
Force of the
Nominating Committee Chair
Kathy Johnson reported that the election of 19 new Representatives At-Large to the IUPUI Faculty Council (“IFC”) and
7 new IUPUI representatives to the
UFC for 2005-07 concluded on
February 28th. The committee confirmed the results on March 1st.
Johnson congratulated those elected and thanked all of the candidates, as well
as her committee members. The election results are available to view online at http://www.iupui.edu/~fcouncil/documents/election_winners_March05.htm
Johnson then reported that
the Nominating Committee’s next task would be to develop a slate of candidates
for the 2005-07 Executive and Nominating Committees (respectively). Any faculty member interested in being
nominated to the ballot for either committee should contact the IFC office.
Fringe Benefits Committee
Chair Mary Beth Minick reported that her committee, at the campus and UFC
levels, is evaluating the partially-paid family leave policy. The committee has collected data and feedback
on the policy (re: cost-per-unit, policy
use, effectiveness, possible expansion, etc.), which was extended last year
in favor of further review, and will report on their findings and
recommendations on the policy at the April IFC and UFC meetings, respectively.
Technology Committee liaisons
Garland Elmore and IFC President Bart Ng reported that the committee continues
its systematic review of interim information-technology policies. The committee will update the IFC as
appropriate.
Agenda Item IX: [UPDATE]
Campus Smoking Policy implementation: Karen Whitney (Vice Chancellor for
Student Life & Diversity / Dean of Students, 4.8990, whitney@iupui.edu).
Whitney updated the IFC on
the ongoing implementation of the campus smoking policy, noting IFC feedback on
issues associated with the new policy (litter, smoke-filled sidewalks and
walkways, etc.). Whitney also announced
the hiring of one “smoking policy ambassador” each semester to assist in
educating the campus community about the policy.
Evenbeck
updated the IFC on the progress of the Foundations of Excellence project. The report details are contained in ‘Addendum
B’ of these minutes.
Agenda Item XII: Chancellor's
Report: Charles Bantz (IUPUI Chancellor & IU Vice-President).
Work
continues at the Indiana State Assembly, Bantz reported, and while a standstill
budget is still expected [for higher education] there is some concern that
facilities currently being constructed/bonded may not enjoy any state support
in the future in terms of operations.
Bantz will keep the IFC informed of further developments. Bantz also reassured IFC members that the
university is maintaining an active role at the legislature urging lawmakers to
allow the university to maintain administrative control of its benefits
programs, which would, among other things, allow the university to continue to
offer domestic partnership benefits.
Bantz
also reported that the Board of
Trustees—some of whom are very committed to the implementation of a new
background check policy for faculty—will meet on March 3 to discuss the
issue. Dean William Plater will make a
presentation. Ted Miller and Marion
Wagner, Co-Chairs of the UFC FAC, will also attend the session.
Finally,
the Chancellor addressed the Mission Differentiation Project (“MDP”), noting
that President Herbert has met with the MDP team, but has not yet met for
formal discussion with the chancellors.
Agenda Item XIII: President's
Report: Bart Ng (IUPUI Faculty President & UFC Co-Secretary, 4.8185, bng@math.iupui.edu).
Ng
abbreviated his report in the interest of time, reporting that work continues
at the UFC level on issues such as background checks. He then reported that Vice Chancellor Mark
Brenner’s administrative review has been completed and that a summary report is
forthcoming. In closing he explained
that he is currently educating himself on the issue of export control policies
in research, following a faculty inquiry.

committee voted to amend the Constitution & Bylaws of the IUPUI Faculty to
permit the Executive Committee to appoint a student as a non-voting member, to

appointments shall be made based on nominations submitted by the Undergraduate
