Vermette called the meeting
to order at 3:30pm.
Agenda Item II: Adoption of the Order of Business for the Day.
The order of business for the
day was adopted.
Agenda Item III: [ACTION ITEM] FC 1/11/05 Minutes: Up for Approval.
The IFC January 11, 2005
minutes were unanimously approved following a friendly amendment from the floor
by Christian Kloesel and adopted into record.

Agenda Item IV: [INFORMATION ITEM] The 2005 Campus Campaign.
Campus Campaign Chair Jeff
Vessely announced the commencement of the 2005 Campus Campaign, thanking past
donors, recognizing the critical role of faculty in development efforts, and
reminding faculty of the opportunity to designate donations to particular programs,
departments, or schools. Vessely
reminded the faculty that donating to the campaign is a tax-deductible for
faculty to help fund and support their departments rather than incurring
out-of-pocket work-related expenses throughout the year. Jill Kooiman of the IU
Foundation and Vessely announced to faculty that this year’s goal is to
increase the number of donors and thanked the IFC, in advance, for their help
with this, a unique campaign within the university system.
2005 forms and details will soon be available to view
and download on the Campus Campaign website at http://www.campuscampaign.iupui.edu.
Agenda Item V: [FIRST
Jones gave a first reading of
the committee’s Recommendation to Amend the UFC 3/27/01 Policy on 100/200 Level Course
Transfers to IU from Two-Year Institutions:
EXISTING UFC POLICY (3/27/01): “Credits earned at undergraduate institutions
other than Indiana University in courses at first or second-year levels
(100/200-level courses or courses completed in two-year institutions) and
transferred for IU credit may not be recorded as equivalent to IU course
credits at advanced (300/400) levels, or applied to degree requirements
normally fulfilled only by advanced level course credits.”
PROPOSED AMENDMENT: “Credits
earned at undergraduate institutions other than Indiana University in courses
at first or second-year levels (100/200-level courses or courses completed in
two-year institutions) and transferred for IU credit may not be recorded as
equivalent to IU course credits at advanced (300/400) levels, or applied to
degree requirements normally fulfilled only by advanced level course credits,
except when the faculty in an academic unit specifically approves first or
second-year level courses (100/200-level courses or courses completed in
two-year institutions) as equivalent to IU course credits at advanced (300/400)
levels.”
Proponents of the policy
explained that the policy will provide guidelines for and allow action on the
few occasions where the question of course transfer parity arises as a result
of the fact that IUPUI does not explicitly define the components of a 200- or
300-level course. Becky Porter assured
IFC members that the current practice—allowing only the unit to which the course
would transfer to review each case— will stand, having been recorded as
protocol by this policy amendment. This
recommendation will be presented for a vote at the March 1st IFC
meeting.
Agenda Item VI: [FIRST
Yost gave a first reading of
the Proposed Revisions to the Indiana University Student Code of Rights,
Responsibilities, and Conduct (available
to view online at http://www.iupui.edu/~fcouncil/documents/revised_code_1-24-05.htm).
IFC feedback on the revised
code included:

Representative
Henry Karlson recommended that a clear understanding of the distinction between
a student’s right and a student’s privilege, particularly in the arena of
faculty and student governance, should be reflected. Karlson also cautioned the committee to
maintain an awareness of legal definitions of terms such as “harassment” and
“stalking.” Legal and criminal criteria
should be accurately reflected in the section pertaining to appropriate
off-campus behavior of students.

Representative
Christopher Gorski asked if a distinction should be made between “sex” and
“gender.” Representative Marion Wagner
noted that, per the standards used in many fields, such as Social Work, both
“sex” and “gender” should be included.

Representative
Mary Fisher asked if explicit language regarding animal cruelty should be
included.
·
Representative
Martin Spechler asked that the language regarding public intoxication on campus
be more explicit.
·
Representative
Jim Baldwin asked how off-campus code violations would be gauged and
pursued. Vice Chancellor for Student
Life & Diversity Karen Whitney explained that off-campus behavior often
affects the campus life of the students involved (and, at times, faculty,
staff, and fellow students) and that each matter would have to be pursued on a
case-by-case basis as campus officials were made or became aware of
problems. She also reminded the IFC that
the motive for revising the code was to streamline it to become more
“user-friendly” and to allow each campus to implement appropriate
procedures. Adding more explicit
language will not necessarily, Whitney noted, allow for the most effective
interpretation and use of the code. Both
Yost and Whitney noted that campus officials who most routinely address student
affairs and behavioral incidents acted as consultants during this
revision. The committee also researched
the codes and practices of similar institutions throughout the drafting
process.
The UFC Student Affairs
Committee, co-chaired by Yost, will continue their work based on feedback
offered at the February IFC and UFC meetings.
Code revisions will be presented for IFC endorsement and UFC adoption,
respectively, in March [2005].
Agenda Item VII: Call for any FC or UFC Standing
Committee reports.
The following summary of updates from the Chairs of the IFC Standing
Committees was
distributed to the IFC:

UPDATES
February 1, 2005
Below you will find general updates from certain FC
committees, based on a January meeting between some chairs and the Executive
Committee.
All committees have been and continue to be very active
in 2004-05; the following list is not intended to be comprehensive.
Academic
Affairs: Betty Jones
Most
recently the committee developed a recommendation to amend the UFC 3/27/01
policy on 100/200 level course transfers to IU from two-year institutions.
The
committee also continues work on the review of readmission policies for
administrative withdrawals and/or dismissals; review of the Principles of
Undergraduate Learning; consultation on the administrators of the e-portfolio
project; etc.
Budgetary
Affairs: David Malik
Malik
will meet with the Executive Committee in February.
Campus
Planning: Bob Keck
The
committee spent much of the Fall semester reviewing IUPUI’s response to the
Mission Differentiation Project and was pleased by the outcome. The committee also discussed the report by
the task force on the
Constitution
& Bylaws: Henry Karlson
The
committee continues to explore the issues surrounding allowing student
membership on most or all FC standing committees. They will draft a recommendation on the
matter this semester.
Distance
Education: Anna McDaniel
The
committee performed a thorough review of and issued a response to the report by
the task force on the
Faculty
Affairs: Marion Wagner
The
committee has broken into work groups to address matters such as synthesizing
and acting on results yielded by their Fall survey on cross-campus practices
re: the use of student evaluations; the Conflict of Commitment policy; the
revised/updated Background Check Policy presented to the UFC. The committee expects to put forth a number
of recommendations or issues to the IUPUI FC in March and April.
Faculty
Handbook: Ruth Allen
The
committee has been addressing certain segments of the handbook where
inconsistencies in languages were noted.
They have also begun exploring and modeling ideas for a searchable,
indexed online version of the handbook.
Fringe
Benefits: Mary Beth Minick
The
committee has been meeting with University Benefits Director Dan Rives and HRA
to explore numerous issues including the potential for opposite-sex partnership
benefits (only two Big 10 schools offer them– UPenn and
Library
Affairs: Elizabeth Kryder-Reid

Metropolitan
Affairs: Carole Gall

Nominating: Kathy
Johnson
The
committee recently completed the slating/election of Faculty Grievance Advisory
Panel and Board of Review pool members for the 2005-07 terms. In January they distributed nominating
ballots for FC At-Large representatives for the 2005-07 terms and solicited nominees/volunteers
for IUPUI’s UFC representatives for the 2005-07 terms. Upon receipt of the final nominee’s
confirmation on February 1, the ballots for the election of At-Large and UFC
representatives, respectively, were completed.
The ballots will be distributed on February 2.
Student
Affairs: Robert Yost
The
committee has devoted the Fall semester to redrafting the revised IU Student
Code of Conduct, Rights, & Responsibilities which it will present to the
IUPUI FC on February 1 and March 1. The
UFC plans to vote on the revised code at its March 8 meeting.
Research
Affairs: Janice Froehlich
No
report at this time.
Technology: Hasan Akay
The
committee has meet with Garland Elmore and Chief IT Security and Policy Officer
Mark Bruhn to ensure appropriate and thorough faculty participation in policy
development and review. The committee
has developed an explicit review procedure and form for proposed and existing
I/T security and use policies. They will
begin their policy review in February.”
Agenda Item VIII: Chancellor's Report: Charles Bantz (IUPUI Chancellor
& IU Vice-President).
Bantz reported the following:

Vice Chancellor
for Research & Graduate Education Mark Brenner announced the
following:
§
The Office of the
Vice Chancellor for Research and Graduate Education will fund three to five
one-time grants of up to $60,000 (indirect costs are not included). The purpose
of the grants is to stimulate submission to and increase grant awards from the
National Institutes of Health (NIH) “Roadmap” initiative (http://nihroadmap.nih.gov/).
Proposals must be collaborative and include faculty PIs from 2 or more IUPUI
schools. Learn more about the guidelines for seed grants for the “NIH Roadmap

Brenner
was then asked to address the opinion of many faculty that Internal Review
Boards are currently over-extended and over-taxed. Brenner agreed that the problem needs to be
addressed and explained that some additional resources have been identified to
help assuage the problem.

The

Executive Vice
Chancellor William Plater has developed interim Conflict of Commitment and
Conflict of Interest policies in order to facilitate the work of the internal
review boards. Marion Wagner and the Faculty
Affairs Committee continue to work to draft permanent policies, which will then
undergo IFC and UFC review/action.
·
A response to the
Mission Differentiation Project (“MDP”) documents submitted by each IU campus
is expected shortly from President Adam Herbert. Undergraduate Student Government (“USG”)
President Christopher Borkowski noted that the USG did elect to endorse IUPUI’s
response to the MDP prior to its submission to President Herbert.

Vice Chancellor
for Student Life & Diversity Karen Whitney presented a request to the
Trustees for a housing fee increase. A
3% increase for the apartments and a 4% for Ball Residence Hall were
approved. Chancellor Bantz asked the IFC
to encourage students to explore on-campus housing options, especially the new
apartments.

of the new

Finally, Chancellor
Bantz presented renderings based on the design plan for the new cancer center.
Agenda Item IX: President's
Report: Rosalie Vermette for Bart Ng
(IUPUI Faculty President & UFC Co-Secretary, 4.8185, bng@math.iupui.edu).
Vermette
reported the following [on behalf of President
Bart Ng]:

The review of Vice Chancellor Mark Brenner has concluded.
·
The town hall meeting on the new IUPUI Communications Plan was very successful
and informative. Approximately 60
faculty, staff, and students were in attendance.
·
The IFC Executive Committee met with Chief I/T Security Policy Officer
Mark Bruhn and Deputy I/T Policy Officer Merri Beth Lavagnino to learn more about
security and policy reporting lines within UITS as well as to discuss privacy
issues relating to the Security and Accountability Project. The committee felt the meeting was very
productive and informative; Bruhn will attend a future IFC meeting or speak at
a town hall meeting in the near future.

Finally, Ng has requested that the IUPUI Faculty Council now be referred
to, in shorthand, as the “IFC.”

Mary Fisher thanked Vice Chancellor for Administration & Finance Robert
Martin for swiftly addressing parking permit problems that arose in the Riley
garage at the opening of the spring semester.

the fiscal impact of IUPUI’s transition to Division I athletics. Vice Chancellor for External Affairs Cheryl

5th IFC meeting.
