The
FC stood for a moment of silence and the resolution was unanimously adopted.
Agenda Item IV: [ACTION ITEM] FC 11/2/04 Minutes: Up for Approval.
The minutes of the November
2, 2004 and December 7, 2004 FC meetings were unanimously approved and adopted

Agenda Item V: [ACTION ITEM] Election to the Board of Review Pool and
the Faculty Grievance Advisory Panel (“FGAP”): Kathy E. Johnson (Nominating
Committee Chair, 4.6764, kjohnso@iupui.edu).
Johnson and committee members
distributed the ballots, the election was conducted, and the following new
members were elected to the Faculty Grievance Advisory Panel (“FGAP”) and Board
of Review Pool (respectively) for the 2005-07 terms:
New members of FGAP (2005-07 TERM):

New members of the Board of Review Pool (2005-07 TERM):

two-year terms beginning February 1, 2005.
Johnson
thanked all of the candidates and then
moved that the ballots be destroyed. The

Agenda Item VI: [INFORMATION ITEM] Report on Representatives to Be Elected
in Spring 2005.
Vermette referred FC members

Agenda Item VII: [UPDATE]
Revised IUPUI Student Code of Conduct: Robert Yost (Chair – Student Affairs
Committee, 8.1147, ryost@iupui.edu).
Yost presented a summary on
revisions to the Indiana University Student Code of Conduct which can be viewed
online at http://www.iupui.edu/~fcouncil/documents/student_code_revision_summary.htm. The
UFC Student Affairs Committee, co-chaired by Yost, has been working diligently
on the revisions for over a year. Yost
will present the revisions to the FC as soon as they have been confirmed by his
committee and reiterated that these revisions are being made with the intent of
achieving universality and that some matters, such as ADA-related initiatives,
may be campus-specific in their execution.
Code revisions will be presented for UFC action in February and March
[2005].
Agenda Item VIII: Call for any FC or UFC Standing Committee reports.
Faculty Affairs Chair Marion
Wagner reported that her committee thanked all participants in the committee’s
survey on practices across campus re: the use of student course evaluations.
The survey results will be used as
the committee works to examine this issue in greater depth.
Wagner also reported that her
committee is working on a proposed Conflict of Commitment policy for review by
the FC this Spring. President Bart Ng
announced that Executive Vice Chancellor and Dean of the Faculties William
Plater and Vice Chancellor for Research Mark Brenner have been asked to draft
an interim policy, which will be used until a policy has been vetted and
approved by the FC and UFC.
Wagner’s committee has also
been charged to explore the implications of a new proposed background check
policy. Chancellor Charles Bantz and
Wagner noted that IUPUI has had a background check policy in place for quite
some time for staff and, per Indiana law, for anyone who comes in contact with
minors through their work on campus. The
committee will be exploring two facets of the issue: revision to the campus policy and creation of
a university-wide policy. Per a
conversation between Dean Plater, FC President Ng, and Assistant Vice
Chancellor for Human Resources Ellen Poffenberger a special meeting has been
called to address the issue of departmental obligations re: background checks for work-study students. A UFC circular re: the proposed new

Constitution & Bylaws
Chair Henry Karlson readdressed the issue that his committee is currently
reviewing re: the possibility of incorporating student membership into FC
standing committees. They will also be
discussing the issues presented by such a policy change (voting status,
implications for non-tenure-track-faculty participation, etc.). Undergraduate Student Government (“USG”)
President Christopher Borkowski confirmed that the USG has developed a
nomination mechanism for the selection of qualified students for committee
service. Representative Marion Wagner
urged consideration for a similar mechanism for the solicitation and selection
of graduate student committee members.
He seeks faculty input on this issue by the end of January.
In response to concerns
voiced re: the Security and Accountability project [re: network security
protocol] Administrative Liaison to the FC Technology Committee Garland Elmore briefed
the Council on the committee’s recent review of the Policy Process for
University-Wide Information-Technology Policies (a document explaining the process is available to view online at http://www.itpo.iu.edu/policies/process.html).
Elmore also explained that Chief
IT Security and Policy Officer Mark Bruhn plans to discuss the interim
technology use policies at the next FC Technology Committee meeting. The
interim and approved policies may be reviewed online at http://www.itpo.iu.edu/policies.html.

provided an explanation of the rationale for the Security and Accountability

Agenda Item IX: (15 minutes)
Chancellor's Report: Charles Bantz (IUPUI Chancellor & IU Vice-President).
Bantz reported the following:

Bantz first called
on Associate
Vice President for Enrollment Services, Indiana University Executive Director
of Enrollment Services, & Associate Vice Chancellor for Student Services
Becky Porter and Registrar Mary Myers to report on initial enrollment data for
Spring 2005, available to view online at http://www.iupui.edu/~fcouncil/documents/enrollment_report_spring05.htm.
Porter
was also pleased to report that financial aid and registration has, so far,
gone significantly more smoothly than in Fall 2004. Bantz commended Porter and her teams for
their diligence.
Faculty
expressed concern that students were being ticketed during the first week of
classes and that the impact on new students could be negative. Porter noted that the ticketing was
regrettable, but, with new options to purchase permits online, Parking Services
felt it was a necessary step.

In response to
the discussion about network security and the privacy of e-mail transmissions,
Chancellor Bantz echoed the sentiments of a number of faculty noting that a
“good rule of thumb is to never send anything in an e-mail that you wouldn’t
want to read on the front page of the New York Times.”
·

forthcoming regarding university participation in tsunami relief efforts. The text of the memo is now available online

Bantz was pleased
to report that IUPUI closed on their purchase of the University Place Hotel on
12/31/04 (the University Place Conference Center was already IUPUI-owned). Flick Management has been hired to run the
hotel, which has been slated for renovation but will remain open throughout the
remodeling period. Bantz and the FC
applauded Vice Chancellor for Administration & Finance Bob Martin and his
team for their outstanding work on the hotel purchase.

Plans for the new
Campus Center are proceeding, with a demolition order having been issued for
the current structure on the site. The
projected occupancy date for the center is July 2007.
·
Plans for the new
cancer center are going forward to the Clarian Board of Directors for final
approval.
·
Bantz thanked the
FC, USG, and Staff Council for their hard work and collaboration on the Mission
Differentiation Project (“MDP”). IUPUI’s
response to the MDP was submitted to the MDP team (Ken Gros Louis, Charlie Nelms,
and F.C. Richards) and will, then, be presented to President Adam Herbert. Bantz anticipates meeting with Herbert to
review the response at which time Bantz will convene a group to continue work
on the draft mission statement (available to view at http://www.iupui.edu/~fcouncil/documents/MDP_statement_draft.htm).

Item XI: (15

After wishing a Happy New
Year to everyone President Bart Ng reported the following:

The
administrative review panel for Dean Valerie Eickmeier (Herron/Art) has met for
the first time. The panels for Vice Chancellor Trudy Banta and Dean Darrell
Bailey (Informatics) have been convened and will begin their work next week.
·
The
administrative review of Vice Chancellor Mark Brenner is complete. The summary is being compiled.
·
Due to workload,
the University Faculty Council (“UFC”) has called a January meeting.
·
On Wednesday
January 26th from 3:00-5:00pm in Inlow Hall (room number TBA), the
FC and Office of External Affairs will sponsor a town hall meeting re: the new
IUPUI Communications & Marketing Plan.
Ng strongly encouraged all faculty to take an active interest in the
reevaluation of IUPUI’s presence in its target markets and the plans to
possibly rework IUPUI identity collateral (logos, slogans, etc.) accordingly.

The FC Executive
Committee will meet with Mark Bruhn re: the aforementioned Security and
Accountability project and invite him to attend a Spring FC meeting as well.
