Agenda Item III: [ACTION ITEM] FC 5/4/04 Minutes: Up for Approval.
The minutes of the May 4,
2004 FC meeting were unanimously approved and adopted into record. These

Agenda Item IV: [FIRST READING] Slate of Nominees for At-Large
Representative to the Promotion and Tenure Committee [for Election at 10-5-04
FC]: Kathy Johnson (Nominating Committee Chair, 4-6764, kjohnso@iupui.edu).
Johnson presented the slate of candidates for the election of
one representative-at-large to the Promotion and Tenure Committee for the
2004-07 term. The election will be
conducted at the October 5th FC meeting. The individual elected will join current
at-large representatives Eleanor Donnelly (through
11/2005) and Carole Gall (through
11/2006). The slate (revised following the meeting) is
reflected below:

Johnson then announced the
results of the University Faculty Council election conducted among all voting
faculty. Those elected were: Jacqueline
Blackwell; Polly Boruff-Jones; Andre De Tienne; Mary Fisher; Karen
Gable; and B. Keith Moore. These six
representatives will serve from September 2004 through September 2006, joining
the seven representatives serving through 2005 (James Baldwin, Janice
Froehlich, Dolores Hoyt, Thomas Hurley,
Martin Spechler, Jeffrey Watt, and Enid Zwirn).
In closing, Johnson
thanked and congratulated all of the candidates.
Agenda Item V: [AMENDMENT UPDATE] The vote on the constitutional
amendment [below] was balloted
according to protocol. The
constitutional amendment was approved by a 2/3 majority of voters.
“Article IV. Faculty Council
Section F. Executive Committee
1. Composition. The Executive Committee shall
consist of eight members elected by the Faculty Council. The President of the
Faculty, who will chair the Committee, the Chancellor of IUPUI, or that
officer’s designee, and the Vice-President of the Faculty, shall serve ex
officio. The Immediate Past President of the Faculty shall also serve as
an ex officio non-voting member.”
Agenda Item VI: [UPDATE] Adjustment to Academic Calendar for Spring
2005: Betty Jones (Academic Affairs Committee Chair, 4-2248, betjones@iupui.edu).
Jones reported the following
re: an adjustment being made to the Spring 2005 academic calendar:
“Members of the Academic Affairs Committee support the recommendation of the Calendar Committee and the Academic Policies and Procedures Committee to change the Spring 2005 calendar. The change was necessitated by the Convention Center informing IUPUI that Commencement must move from the originally scheduled date of May 15 to May 8 to accommodate another event.
The revised Spring 2005 term would start on Saturday, January 8 and end on Friday, May 6, with Commencement on Sunday, May 8.
Per the Registrar’s Office,
· these changes will allow the campus to avoid problems with final examinations conflicting with Commencement;
· the original spring break dates would not be affected;
· the revised calendar will involve Weekend College classes and common finals, and the revised calendar accommodates these changes by moving them forward one week.”
Agenda Item VII: [UPDATE]
PeopleSoft, Fall 2004 student loan activity, and related topics: Becky Porter
(Associate Vice President for Enrollment Services, Indiana University /
Executive Director of Enrollment Services / Associate Vice Chancellor for
Student Services, 8-1880, rporter@iupui.edu).
Porter briefed the FC on measures being taken to address some of the
issues that arose with the inaugural use of PeopleSoft re: Fall 2004 enrollment
and financial aid matters.Background Information:
This fall nearly 30,000
students have enrolled in classes at IUPUI and IUPUC. Historically, the first
few weeks of classes are demanding and challenging. However, this fall several factors
have put an extraordinary burden on our students and on our staff.
·
The campus
launched a new enrollment, registration and payment system for students
·
New business
processes were implemented for students and for student service professionals
·
Issues with
processing bank loans and financial aid have resulted in delays in providing
loan refunds to students
Strategies in Place:
IUPUI has implemented the
following strategies to reduce the impact on our students:
·
Protected students
from enrollment cancellations by not canceling the enrollments of students for
non-payment this term.
·
Waived late
payment fees and late registration fees for students enrolling from the
registration waiting list.
·
Established an
emergency reserve fund to award short term loans to students eligible for a
refund from their financial aid award or bank loan.
·
Students who had
earlier requested a short-term loan were given the balance of their anticipated
aid automatically (assuming there is nothing else the student is required to
do, such as complete a Master Promissory Note).
·
Students awaiting
aid who had previously requested a short-term loan can still apply and the
loans will be available within two business days.
·
Unfortunately,
some of our students are still experiencing difficulties and the campus is
continuing to make improvements on daily and sometimes hourly basis. Students’ accounts are being reviewed on an
individual basis and appropriate action taken.
·
We are in e-mail
contact with the specific populations with additional information and
instructions as warranted.
·
The student appeal
process will facilitate review and adjustment of any inappropriate fees or any
late charges as a result of the growing pains with our financial aid process
this fall. The appeals process can be found on the bursar’s home page http://bursar.iupui.edu/appeals.htm

While some
students have problems at the start of any semester, we are working very hard
to identify those common problems and to get them resolved prior to the start
of the spring term. Financial aid is
awarded on an annual basis, so the number of new recipients for spring will be
much lower than for fall. In addition,
we will have had the benefit of a semester’s experience in working through the
issues and in becoming more familiar with the tools the new SIS provides.
IUPUI continues to work to
solve problems and assist our students. Students who have not yet had
transactions conducted to their satisfaction may visit or call our financial

Agenda Items VIII: [UPDATE]
Council on Retention and Graduation and Council on Enrollment Management:
William Plater (Chancellor’s Designee / IUPUI Executive Vice Chancellor &
Dean of the Faculties, 4-4500, wplater@iupui.edu).
Plater reported that the work
of the Chancellor’s “Doubling the Numbers” task forces has resulted in the
creation of three new councils (listed
below).
·
Council on
Retention and Graduation: Charged to
“examine current activities, to look for best practices nationally, and to
develop concrete plans at IUPUI to improve both the retention and graduation
rates of our students—with a special emphasis on the success of those students
least well represented among graduates:
first-generation, economically disadvantaged, minority, newly
immigrated, women or men depending on the program, and physically disabled.”

Council on
Enrollment Management: Charged to “implement a sustained,
systematic, campus-wide process to manage our enrollments through an
information-based plan that (1) matches unit goals with the campus mission; (2)
coordinates discrete activities across academic and administrative units; (3)
monitors progress; and (4) adjusts plans in light of evolving state and
community needs.”

Council on
Civic Engagement: Still in the
planning stages.
The FC Executive Committee is
working with Dean Plater to ensure thorough faculty representation on each
council.
Executive Vice Chancellor
Plater then briefed the FC on campus enrollments for Fall 2004. Despite somewhat pessimistic predictions made
in the spring, the number of campus credit hours reflected by the Office of the
Registrar appears to have enjoyed a minimal increase. “Student headcount” remains relatively unchanged
from Fall 2003 to Fall 2004. Preliminary enrollment overviews were distributed
at the meeting and are available from the Faculty Council Office upon request.
Agenda Item IX: Chancellor's Report: Charles Bantz (IUPUI Chancellor
& IU Vice-President).
Bantz, first, welcomed back the FC members (noting
that he was pleased to be completing his first full academic cycle at IUPUI),
then made his first report of the academic year:

IUPUI welcomes
Mary Beth Myers as its new Registrar.
·
IUPUI also
welcomes three newly-appointed deans to campus this fall: Marion Broome
(Nursing), Carl Cowen (Science), and Robert White (Liberal Arts). Bantz was pleased to note the long history of
scholarly successes shared by the three deans.
·
The “Doubling the
Numbers” task forces are to be congratulated for their excellent work on
examining issues relating to Teaching
& Learning (http://www.iupui.edu/~fcouncil/documents/Teaching.htm),
Research & Scholarship (http://www.iupui.edu/~fcouncil/documents/Research.htm),
Civic Engagement (http://www.iupui.edu/~fcouncil/documents/civic.htm), and Diversity (http://www.iupui.edu/~fcouncil/documents/diversity.htm). The reports and recommendations submitted by

The Student
Center project has encountered a delay as the state of Indiana has not released
the needed bond to begin construction due to state budgetary constraints. The FC will be kept abreast of developments.
·
The Campaign for
IUPUI concluded in June 2004. The
campaign, 10 years in its inception, planning, and execution, has yielded a
record-breaking figure of $1,039,042,828.
More than 70,000 donors contributed to the success of the campaign,
including countless faculty. Bantz noted
that faculty, staff, students, and alumni should be extremely proud of their
efforts as donors and/or ambassadors for the university as the success of the
campaign is owed, in large part, to them.

Agenda Item X: President's Report: Bart Ng (IUPUI Faculty President
& UFC Co-Secretary, 4-8185, bng@math.iupui.edu).
Ng reported the following:

The FC Executive
Committee met with the chairs of the FC Standing Committees to discuss
committee agenda and faculty governance priorities for 2004-05. View the 2004-05 faculty governance

. Ng urged FC members to submit any
feedback on these priorities to him at bng@math.iupui.edu
and to encourage their colleagues to do the same.

Valerie
Eickmeier, Trudy Banta, and Darrell Bailey will be undergoing their
[respective] administrative reviews in 2004-05.
·
The UFC will
revisit the ‘Challenges to Scholarly Communication’ proposal proposed by the
IUB Library Affairs Committee in the Spring of 2004 (per a resolution adopted by the IUPUI FC in April 2004). The Library Affairs Committees and related
parties across the system will review the policy.
·
The FC Executive
Committee will meet with Undergraduate Student Government leaders Chris
Borkowski and Jennifer Delaney regarding student involvement and input in the
work of certain FC standing committees.
·
In April 2004 the
UFC adopted the interim revisions to the IU Student Code of Conduct. As previously reported to the IUPUI FC by
Student Affairs Chair Yost, revision of the code continues, both, at the
IUPUI-committee-level and UFC-committee-level.
NOTE: The aforementioned interim revisions were
passed unanimously by the IUPUI FC in April 2004.

Agenda Item XIV: New Business?
Associate Dean of Education Khaula H. Murtadha
reminded the FC and administrators present that the outsourcing of print and
design, as well as the possible outsourcing and definite restructuring of
Campus Mail Service will affect a number of people of color employed in these
areas. She pointed out that, in light of
the already-serious unemployment problem in this area, the university must
consider the implications of such a reorganization and make great strides to
minimize the negative impact on individuals involved and the face of the campus
population, in general. Efficiency, the
dean pointed out, should not be pursued at the expense of diversity.
Representative Juanita Keck
posed a question about the location of the smokers’ stations [as part of the
implementation of the new campus smoking policy]. Assistant Vice Chancellor for
Campus Facilities Emily Wren asked that concerns about or suggestions regarding
the placement of the stations be reported to the Customer Service Report Line
at 278-1900.
Agenda Item XV: Adjournment.
Vermette
adjourned the meeting at 5:08pm at which time FC members attended a reception
honoring faculty completing twenty years of university service, held in the
atrium of Inlow Hall. The FC Executive Committee congratulates the
honorees.
