Agenda Item II: Adoption of the Order of Business for the Day.
The order of business for the
day was slightly revised to accommodate certain schedules and then was adopted.
Agenda Item III: [ACTION ITEM] Election of Faculty Council Executive
Committee and Faculty Council Nominating Committee 2004-06: Dolores Hoyt (Nominating
Committee Chair, 4-0474, dhoyt@iupui.edu).
Hoyt distributed the ballots for the election of new FC Executive
Committee and Nominating Committee members for the 2004-06 term. She and her committee tallied the ballots and
announced the following results:

candidates and then moved that the ballots be destroyed. The motion carried.
Agenda Item IV: [ACTION ITEM] Law School Student Code of Conduct:
Robert Yost (Chair – Student Affairs Committee, 8- 1147, ryost@iupui.edu).
Yost presented the proposed
addition of an Honor Code to the 1999 Student Code of Conduct amendments re:
the IUPUI School of Law (said 1999 amendments were passed by the Faculty
Council). Yost was joined by School of
Law Dean of Students Elizabeth DeCoux, who received and clarified questions
posed by Yost after the Honor Code addition was vetted by the Student Affairs
Committee. McGrew and Yost presented the
implications of the addition of an Honor Code.
Dean of Faculties William
Plater provided some context for the proposal and its expedited review and
possible passage by the FC. Professional
schools were allowed the opportunity to add school-specific language to the
Student Code of Conduct when said Code was overhauled in the 1990’s. The Law School is simply proposing the
addition of an honor code to their school-specific addendum to the student
code. Plater asked for expedited review
of the proposal as its review was inadvertently delayed for a matter of years.
The question was called and
the FC unanimously approved the addition of an Honor Code to the Law School
Student Code of Conduct amendments (passed in 1999).
Agenda Item V: [ACTION ITEM] FC 4/6/04 Minutes: Up for Approval.
The minutes were unanimously
approved and adopted into record following a spelling correction from the
floor.
Agenda Item VI: [ANNOUNCEMENT] As directed by the Bylaws, the vote on
the constitutional amendment [below]
will be extended for two more weeks. The
results of the vote will be announced and confirmed at the September FC.
“Article IV. Faculty Council
Section F.
Executive Committee
1.
Composition. The Executive Committee shall consist of eight members elected by
the Faculty Council. The President of the Faculty, who will chair the
Committee, the Chancellor of IUPUI, or that officer’s designee, and the
Vice-President of the Faculty, shall serve ex officio. The Immediate Past
President of the Faculty shall also serve as an ex officio non-voting member.”
Agenda Item VII: [UPDATE]
Annual Report from the Athletics Committee: William Kulsrud (Athletics
Committee Chair, 4-3422, wkulsrud@iupui.edu
).
Kulsrud issued his annual
report, offering 2003-04 highlights of the achievements of IUPUI student
athletes/athletic teams, conference/division performance overviews, and issues
under examination by the committee (facilities, revenue, out-of-state tuition
waivers, campus wellness). The report

Following Kulsrud’s report, Representatives
Martin Spechler and Bill Schneider asked that the FC be updated on the
end-of-the-FY financial reports for Athletics expenditures and revenues. Kulsrud agreed. Vice Chancellor for Administration and
Finance Robert Martin (while clarifying that some athletics-related expenses
fall under the responsibility of Auxiliary Services while others are incurred
by the Athletics Department) also agreed, offering that the report could be
made in the Fall.
Ng thanked Kulsrud for his
report.
Agenda Items VIII: [INFORMATION
ITEM] Publication & Use of Coursepacks: Martin Van Dyke (Director – Campus Bookstores, 4-3869, mvandyke@iupui.edu), Sharon Grohowski
(Fiscal Officer - Auxiliary Services, 4-3869, sgrohows@iupui.edu), and David Lewis (Dean
- University Library, 4-0493, dlewis@iupui.edu).
Van Dyke, Grohowski, and
Lewis made a brief presentation re: the fiscal and procedural issues
surrounding the publication, sale, and use of coursepacks on campus. Lewis explained that he, Grohowski, and Van
Dyke have realized that there are ways to implement more efficient,
cost-effective, and mutually beneficial practices re: the publication and use
of coursepacks. He asked that faculty
consider how they are selecting materials for and using coursepacks. The
primary goal of reviewing the “coursepack culture” is to reduce cost to
students and make practices easier for faculty.
Lewis said that he plans to approach schools in August
or September 2004 to discuss potential approaches to the issue. In the meantime, Lewis encouraged faculty to
talk to the University Library about materials they plan to include in
coursepacks to determine whether:
(1) the material could be linked to OnCourse, especially
in the case of PowerPoint slides and the like;
(2) &nle='mso-layout-grid-align:none;text-autospace:none'>
Grohowski spoke about bookstore inventory management
and how keeping returns down helps minimize cost to the bookstore and, by
extension, to the students. She and Van
Dyke pointed out that coursepacks are typically non-returnable, resulting in a
write-off by campus bookstores as they must incur the cost of unsold,
non-returnable inventory.
In response to questions from the FC body, Van Dyke
indicated that the retail price of a coursepack may be between $100 and $200.
Representative Martin Spechler reminded Lewis to
consult students on this matter, as coursepacks may provide a necessary
convenience to students.
Undergraduate Student Assembly President Chris
Borkowski urged the FC to encourage students to fully utilize the University
Library resources available to them (which may require faculty to help to raise
awareness of resources among students).
Students pay a significant Technology Fee, Borkowski pointed out, that
they should make the most of by taking advantage of electronic resources.
Representative Juanita Keck volunteered that faculty
should encourage student use of the multitude of electronic/online resources
available to them, as coursepacks may lend to “passive learning” providing all
information needed without requiring reasonable research and effort on the part
of students. “A culture of passive
learning puts students at a disadvantage in the real world.”
Agenda Item IX: Chancellor's Report: Charles Bantz (IUPUI Chancellor
& IU Vice-President).
Bantz called on Executive
Vice Chancellor Plater to report on search progress, campus enrollments and to
present the first annual report on the Commitment to Excellence Program. Plater reported the following:

The School of
Science Dean search is proceeding well.
Three top candidates have been identified/recommended and will begin the
campus interview process soon.
·
The School of
Liberal Arts Dean candidates’ pool will be narrowed down by next week.
·
The search for a
new Registrar is progressing. A new
registrar will, hopefully, be identified by the end of June.
·
Plater and Mark
Grove circulated enrollment reports comparing summer and fall sessions. Plater noted the shortfall and stated that
“this is a time to be vigilant in monitoring enrollments as we want to be
proactive to positively influence” the situation. A standing weekly meeting has begun, attended
by enrollment-related offices and deans or dean-appointed school
representatives.

Plater responded
to rumors regarding the impact of PeopleSoft on the billing of tuition/fees
billing emphasizing that the billing cycle has not changed from recent years.
·
Plater then
reported on the Commitment to Excellence initiative in its first year. He was pleased to point out that all projects
either achieved their respective goals or made very significant progress. The report is available upon request from the

Chancellor Bantz then proceeded
with his end-of-the-year report (the theme of which was “The Life Cycle of an
Academic Year”) sharing the following:

Commencement will
be held on May 9th.
·
We are bidding
farewell to some valued colleagues, including Interim Dean of Nursing Sharon
Farley and Registrar Mark Grove who will be retiring over the summer. Congratulations to Sharon, Mark, and others
making this transition.
·
As Plater
explained, a number of searches are in-progress. Additionally, Bantz announced that he has
recommended that Daniel C. Smith (Kelley School – IUB Associate
Dean of Academics) be named the Interim Dean of the Kelley School of
Business [Indianapolis Programs].
·
Valerie
Eickmeier, Trudy Banta, and Darrell Bailey will be undergoing their [respective]
administrative reviews in 2004-05.
·
As is the trend
in higher education across the country campus design and print will be
outsourced to IKON. As there will be
significant restructuring and some reduction, Human Resources
Administration is working with employees on the transition. Mail service will remain an on-campus
service, but will be reorganized. This
plan of action was based on a thorough fiscal and organizational review by the
Office of Administration and Finance.
·
The FC will
welcome new participants in 2004-05 including newly elected Undergraduate
Student Assembly President and Indiana Commission on Higher Education (“ICHE”)
representative, Chris Borkowski. Bart Ng
will, of course, become the FC President with Rosalie Vermette serving as the
Vice-President.
·
As explained in
the annual report on the Commitment to Excellence program, the Bepko Scholars
Program (the first students in which will arrive in Fall 2004) has the
potential to deeply and positively impact the face of the IUPUI student
population in the areas of academic excellence, a long-term relationship with
the university (multiple and advanced degrees), and diversity.
·
The summer will
bring development in a number of campus facilities projects:

July 9th
is the move-in date for the new UITS-Informatics building
§
The new parking
structure is slated to open in late summer
§
The Campus Center
building proposal will go to the ICHE soon and, as the Budget Committee
involved, recently approved a similar project, the administration is optimistic
re: the approval of the project. This
could motivate a groundbreaking within the coming academic year.
·
Resources
continue to be a central focus in planning efforts. On Friday May 7th the Board will
meet to approve the 2004-05 Budget (presumably as proposed). The tuition increase will motivate an overall
budget increase. A percentage of this
increase will be applied directly to compensation. Total campus raises breakdown as follows (please note that there are some
exceptions/exemptions in the compensation system that may affect averages):
the increase in academic salaries will average 2.4%; the increase for all exempt staff will be 3%;
and the increase for all non-exempt staff will be 2.6%.
·
The Campaign for
IUPUI closes June 30. As of March, the
campaign had yielded over $930,000.
·
On May 10, 2004
the Randall Tobias Foundation gave a grant to develop the Randall Tobias Center
for Leadership within the IUPUI Kelley School of Business.
·
The Center on
Philanthropy has received a significant gift, assuring its support for 3
years. Other gifts are anticipated in
the near future.
·
The work of the
“Doubling the Numbers” task forces is nearing its close. Final reports are due May 7th and
will be posted online and linked to the FC website in the interest of gathering
faculty and staff feedback.
Agenda Item X: President's Report: Mary Fisher (IUPUI Faculty
President & UFC Co-Secretary, 4-8027, mlfisher@iupui.edu)
Fisher gave her final report
as FC President, which included:

The University
Faculty Council (“UFC”) agenda committee has accepted the creation of a new
Research Professor rank and series within the IUSoM (per a resolution adopted by the IUPUI FC in April 2004).
·
The UFC agenda
committee has also elected to hold off on a full UFC review and vote on the
‘Challenges to Scholarly Communication’ proposal proposed by the IUB Library
Affairs Committee (per a resolution
adopted by the IUPUI FC in April 2004).
Library Affairs Committees and related parties across the system will
review the policy and revisit it in the fall.
·
On April 27, the
UFC adopted the interim revisions to the IU Student Code of Conduct. As previously reported to the IUPUI FC by
Student Affairs Chair Yost, revision of the code will commence over the
summer. NOTE: The aforementioned interim
revisions were passed unanimously by the IUPUI FC in April 2004.
·
Also on April 27th,
the UFC agreed (per an resolution adopted
by the IUPUI FC in April) to delay presenting the Conflict of Interest in
Research policy to the Board of Trustees until all related policies have been
drafted, reviewed in faculty governance settings throughout the system, and
approved through the appropriate channels.
Faculty Affairs Committees at IUPUI, IUB, and at the UFC level will
begin work on drafting/revision related policies.

Finally, on April
27th the UFC passed an interim Conflict of Commitment policy.
·

Fisher thanked all those completing 2002-04 terms on the FC or related

Agenda Item XI: Special Awards Presentation.
President Fisher then called
upon special guest Gerald L. Bepko (former IUPUI Chancellor) to present a
special award to retiring Registrar Mark Grove. Fisher reminded the FC that in
2003 an award had been created in honor of former Chancellor Bepko to
recognized outstanding achievement by an IUPUI administrator. The award is not
given on any fixed schedule, but rather, is awarded only in exceptional
circumstances at the determination of the FC Executive Committee.
Dr. Bepko then presented Grove with the
Gerald L. Bepko Outstanding Administrator Award for “exemplifying the ideal of a servant-leader;
for his extraordinary resourcefulness and outstanding service as Registrar
(1990 to 2004); for his dedication to making our campus more welcoming to
students; and for his steadfast support of faculty governance.”
Grove, joined by his wife
and fellow IUPUI employee Mary Grove, received a standing ovation from the
FC. He thanked the FC for the honor,
noting what a wonderful experience he has had working with his fantastic staff
and the IUPUI community as a whole over the past 14 years.
Chancellor Bantz then
thanked departing FC President Fisher for her dedication and enthusiastic
service on behalf of the faculty and university as a whole during her
term. He presented her with a gift from
the IUPUI Administration: a clock
engraved with a message of thanks.
Fisher thanked the
administration and, especially, her fellow faculty and FC members for the honor
and opportunity afforded her in serving as President. She reiterated her steadfast belief in the
importance and effectig also stood to recognize Fisher
for “her selfless service and outstanding
leadership as President of the IUPUI Faculty Council and Co-Secretary of the
Indiana University Faculty Council 2002–2004.”
Ng presented Fisher with a plaque [on behalf of the FC] commemorating
her service and, also, with a gift of art deco glass jewelry from the FC
Executive Committee.

Associate Dean of Education Khaula H. Murtadha reminded
the FC and administrators present that the outsourcing of print and design, as
well as the possible outsourcing and definite restructuring of Campus Mail
Service will affect a number of people of color employed in these areas. She pointed out that, in light of the
already-series unemployment problem in this area, the university must consider
the implications of such a reorganization and make great strides to minimize
the negative impact on individuals involved and the face of the campus
population, in general.
Chancellor Bantz said
that Murtadha’s point was well-taken and that the situation must be closely
monitored. Vice Chancellor Martin will
be asked to maintain close watch on this reorganization and its implications. The FC will be updated as this situation
progresses.

[ANNOUNCEMENT] As directed by the
Bylaws, the vote on the constitutional amendment [below] will be extended for two more weeks. The results of the vote will be announced and
confirmed at the September FC.
“Article IV. Faculty Council
Section F. Executive Committee
1. Composition. The Executive Committee shall
consist of eight members elected by the Faculty Council. The President of the
Faculty, who will chair the Committee, the Chancellor of IUPUI, or that
officer’s designee, and the Vice-President of the Faculty, shall serve ex
officio. The Immediate Past President of the Faculty shall also serve as
an ex officio non-voting member.”
