Following a faculty review of
the minutes, Ng called for the question.
Belcher then moved for approval; Baldwin seconded. The minutes for 12-4-03 were approved and
entered into record.
Agenda Item IV: [FIRST READING] Presentation of Slates for Election to
the Board of Review Pool and the Faculty Grievance Advisory Panel (“FGAP”) [the election will be conducted at the
February 3 FC]: Dolores Hoyt (Nominating Committee Chair, 4-0474, dhoyt@iupui.edu).
Hoyt read the slate of nominees for election to the Board
of Review Pool and the Faculty Grievance Advisory Panel (“FGAP”). The slate is as follows:
At
the February 3, 2004 Faculty Council meeting, you will be asked to vote for

Agenda Item V: [INFORMATION ITEM] Report on Representatives to Be
Elected in Spring 2004.
The
annual report on Faculty Council Representatives to Be Elected in Spring 2004 was presented to the faculty and is available
for review online at http://www.iupui.edu/~fcouncil/documents/to-be-elected-04.htm
. The report highlights the fact that
the 2004-05 Faculty Council will contain 39 Representatives At-Large (21 will
need to be elected in March 2004) and 39 Unit Representatives (election needs
vary by unit and will be communicated to school governance leaders).
This
report is made per tradition and not constitutional mandate.
Agenda Item VI: Chancellor's Report: Charles Bantz (IUPUI Chancellor
& IU Vice-President).
Chancellor Bantz reported the
following:
o
The Chancellor,
with the assistance of the Faculty Council Executive Committee, is seeking
faculty to serve on three teams that will help identify the key elements
necessary to achieve the doubling of IUPUI's accomplishments in Research,
Teaching and Service by the year 2010.
Aside from being mindful of creative strategy and careful prioritizing to
achieve these goals, Bantz noted that all three teams will be asked to “focus
on the long-term goal of enhancing educational and learning attainment of
Indiana, enhancing IUPUI's knowledge contribution in the broadest sense, and
enhancing our student/faculty/staff engagement in the civic community.”

IUPUI has much to
be proud of as two of its female student athletes have received special
recognition in recent weeks. An alumnus
of the Fitness and Sports Studies program and American soldier serving in Iraq,
Billie Grimes, was featured on the cover of TIME Magazine’s annual “Man of the
Year” issue.
Additionally,
Tiffany Kyser, IUPUI graduate and Indianapolis native, was named one of the ten finalists for the NCAA
Woman of the Year. Kyser,
currently playing professional basketball in Greece, maintained an impressive
academic record, volunteered in the community and remained an integral member
of the IUPUI women’s basketball program.
Agenda Item VII: President's Report: Mary Fisher (IUPUI
Faculty President & UFC Co-Secretary, 4-8027, mlfisher@iupui.edu).
President Mary Fisher welcomed
the Faculty back from the holiday break and expressed her thanks to President
Herbert for his participation in the meeting.
She also emphasized the need for faculty volunteers to work on
Chancellor Bantz’s doubling efforts.

Agenda Items VIII - IX: [SPECIAL PRESENTATION] Remarks by
Indiana University President Adam Herbert.
Vice
President Ng welcomed and introduced Indiana University President Adam Herbert,
who then addressed the Council.
President Herbert thanked
the IUPUI Faculty Council for inviting him and mentioned that (despite the cold
weather) “there is no place he'd rather be than at Indiana University.” He noted how very proud of and impressed by
IUPUI he has been, acknowledging how much other campuses and other institutions
might learn from the remarkable work in academic support, assessment and
research being done in Indianapolis.
Over the next decade,
Herbert noted, the university will continue to grow and develop—and he “[does]
believe we are one university”— and that, soon, Indiana University will
engender more support and recognition from citizens across the state for what
the university does to enrich the quality of life in Indiana.
President Herbert
identified the current economic climate (one of great fiscal challenges) as of
central concern as the university engages in strategic and long-range
planning. In response to the threat of
financial exigency, a committee on the efficiency of government has been
convened, featuring a subcommittee on higher education. The President has been and will continue to
work independently and alongside other administrators to educate this
subcommittee on reconciling stated goals for state universities with predicted
revenue levels.
Herbert identified his
highest priority as enhancing the academic enterprise of Indiana
University. He shared that some
legislators may feel that the university is “losing its touch” and need to be
made aware of “how good we really are.”
He is committed to demonstrating to them how critical the university is
to the enhancement of cultural and economic life in the state of Indiana.
The President went on to specifically
compliment IUPUI on the following areas (among other things): this campus, in particular, focuses on
students (honors, great strides in academic support area); research is critical
at IUPUI and the goal to increase the volume of research demonstrates this
value; the School of Nursing has quadrupled its external funding in recent
years; The Center on Philanthropy has developed an amazing and far-reaching
reputation; and the Liberal Arts and Sciences continue to do great work in
teaching and learning.
Herbert expressed his
confidence that IUPUI can meet and exceed the “doubling goals” set by
Chancellor Bantz.
Aside from teaching and
learning, President Herbert identified other foci for the university in years
to come:
1) Enhancing interdisciplinary
collaboration (IUPUI, he notes, has a head-start on this effort), which will
allow the university to excel even in the face of flagging resources. The university boasts great intellectual
capital and must invest it wisely.
2) The Life Sciences
and Information-Technology are very marketable areas to legislators as both areas
will prove critical to economic development.
The university,
President Herbert urged, "must develop these
major centers of excellence."
In closing, the President
acknowledged the outstanding work of the faculty in making Indiana University
the vital and impressive institution it is today and the influential force in
Indiana that it will be tomorrow.
President Herbert than addressed questions from the Faculty Council.
Faculty emphasized the need for
the identity of, contributions of and unique challenges faced by the
Indianapolis campus to be given equal time and energy by university
administration. Herbert noted the
collaboration between his office and all university vice presidents, an
important collaboration he intends to foster and further. He also noted the thorough and frequent
evaluation of vice presidents which he plans to institute.
Diversity (within faculty,
staff, student and administrative populations) was identified as a major concern. Herbert agreed and noted that increasing
diversity was a priority of his administration.
In fact, evaluations at administrative levels will assess individual
records on diversity issues. President
Herbert urged faculty, deans and anyone involved in search committees to pay
close attention to the importance of a diverse and culturally rich community to
the success of the university.
Herbert also emphasized the
importance of the cultivation of faculty careers through adequate support and
better recognition of the impressive work being done in the classrooms and
research facilities
