Agenda Item I: Call to
Order: Bart Ng (IUPUI Faculty Vice-President, 4-8185, bng@math.iupui.edu ).
Ng
called the meeting to order at 3:31pm.
Agenda Item II: Adoption
of the Order of Business for the Day.
The
agenda was adopted as the order of business for the day.
Agenda Item III: [ACTION ITEM] Election of 2004-06 At-Large
Representative for the Promotion and Tenure Committee: Dolores Hoyt (Nominating
Committee Chair, 4-0474, dhoyt@iupui.edu).
Nominating
Committee Chair, Dolores Hoyt, and
her committee distributed ballots for the election of 2004-06 At-Large
Representative to the Promotion and Tenure Committee. Following collection of the ballots and
tallying by three members of the Nominating Committee, Carole Gall was
announced as the new representative. Her
term commenced immediately upon election.
Vermette moved to destroy the ballots.
Baldwin seconded. Ng called the
question and the motion was approved unanimously.
Agenda Item IV: [ACTION ITEM] FC 10/2/03 Minutes & FC 11/6/03 – Up
for Approval.
With corrections made re: the
status of ongoing Dean searches, the minutes for 10/2/03 and 11/6/03 were
approved unanimously following a motion by Wagner and second by Kloesel.
Agenda Item V: [ACTION ITEM] Value of ‘N’ for Faculty Council
Elections (the variable used to determine the number of unit & at-large representatives to be elected to the FC for
2004-06; calculated at the end of every odd-numbered year).
Ng led the discussion on the
determination of ‘N,’ providing the Council with a spreadsheet of various
calculations and scenarios. The Council
determined the value of ‘N’ to be 51 for 2003-05; this value of N does not
decrease any unit’s level of representation and also accounts for the addition
of a new representative position from the School of Informatics. Following a motion by Yokomoto and a second
by Watt, the question was called and ‘N=51’ was approved unanimously.
Agenda Item VI: Chancellor's Report: Charles Bantz (IUPUI Chancellor
& IU Vice-President).
Plater reported on the
Chancellor’s behalf and discussed the results of the Fall 2003 Faculty Census
(generated by the Office of Faculty Records), per a hand-out distributed.
He then announced that
the implementation team for the recommendations made by the Campus Non-Violence
Task Force had been convened (Sara Hook, Ellen Poffenberger, Joe Scodro and
Karen Whitney) and begun their work.
The implementation of
possible educational programming and new restrictions on smoking in entryways
is being discussed by the task force on Campus Smoking Policies and
Initiatives.
Agenda Item VII: President's Report: Mary Fisher (IUPUI
Faculty President & UFC Co-Secretary, 4-8027, mlfisher@iupui.edu).
Fisher reminded the Council
of University President Adam Herbert’s visit to the January 13th
meeting. A reception will follow the
meeting. All faculty are encouraged to
attend as there will be the opportunity to ask questions. Fisher also reminded the faculty of the new
practice of meeting on the first Tuesday of each month (beginning in February;
the January meeting will be held on the second Tuesday).
Fisher thanked all faculty
who were able to attend the Inauguration of Charles Bantz earlier in the
day. She enjoyed speaking on behalf of
the faculty and remarked that the ceremony was an important moment for the
entire IUPUI community.
She then detailed a recent
move by the University Faculty Council who have drafted a statement regarding
the importance of pragmatism in the review of Internal Review Boards across the
university system, following recent unfortunate events at IPFW. The statement, urging that IRBs be reviewed
individually rather than blanketed with new restrictions or consolidation, has
been sent to President Herbert.
Fisher then reminded
the Council of the work awaiting the group in Spring 2004. Although Fall agenda dealt with more
administrative matters, the second semester will bring committee projects and
numerous elections.
Agenda Item VIII: [ANNOUNCEMENT] New protocol for orienting new deans to
faculty governance. Fisher
announced that she and Ng will begin meeting with new Deans on an one-on-one
basis to introduce them to the tenants of faculty governance and discuss school
involvement.
