ITEM - FC030206 Minutes.

It was announced that
preliminary review of these minutes has begun, after which they will be made
available for review and possible approval by the FC.
Agenda Item VII: ACTION
ITEM - Proposed Amendments to the Bylaws (including a new standing committee): Jennifer Hehman (Constitution and Bylaws
Chair, 4-0488, jhehman@iupui.edu).
Hehman briefly reviewed the proposed
amendments to the bylaws. These
amendments proposed to create two standing committees out of previously ad hoc
groups: Athletic Affairs and Distance Education (respectively). The amendments also provide for the creation
of a new standing committee: Research
Affairs. The proposal also accounts for
numbering revisions necessary to accommodate new committee listings within the
bylaws.
The council leadership
thanked the committee and called for a vote on the proposal. The proposal passed unanimously.
Agenda Item VIII: ACTION
ITEM - Revision to the IUPUI Policy on
Transfer, Merger, Reorganization, Reduction and Elimination of Academic
Programs (now titled the IUPUI Policy
on School or Program Restructuring): Christian Kloesel (Faculty Affairs
Chair, 4-5995, ckloesel@iupui.edu ).
Kloesel briefly reviewed the
charge made to the Faculty Affairs committee (to re-examine and rearticulate
certain aspects of the IUPUI Policy on
Transfer, Merger, Reorganization, Reduction and Elimination of Academic
Programs). He then reviewed the revisions with the faculty,
including the announcement of the new [proposed] title: IUPUI Policy
on School or Program Restructuring.
The council leadership
thanked the committee and called for a vote on the proposal. The proposal passed unanimously.
Agenda Item IX:
Chancellor's Report: William Plater (Acting IUPUI Chancellor, 4-4500, wplater@iupui.edu) [Update on Student
Housing – Robert Martin (Vice-Chancellor for Administration and Finance,
4-4511, rmartin@iupui.edu ) and Karen
Whitney (Vice Chancellor For Student Life & Diversity, 4-8990,
whitney@iupui.edu)] [Update on University Library Journal Subscription Status –
David Lewis (Dean – IUPUI University Library, 4-0943, dlewis@iupui.edu)].
Plater
reported the following:
(1) The IUPUI performance
report brochure (detailing the university’s overall progress; for internal and
external use) is en route. Plater
thanked Banta for their work on the report and the NCA process. He also thanked Cheryl Sullivan for her work
on the report.
(2) The summary of
Fall-to-Spring retention reflects good news: each semester since Fall ‘00 IUPUI has made distinctive progress (“81% this last
time!”). Plater believes it is wise and
feasible to aim for 90+% by 2006.
(3) An update on the state
budget situation [for higher education]: the legislature is in session and
there was a House vote in favor of a budget plan that is far more favorable to
higher education than originally expected.
Approval of a less-favorable version of the budget proposal by the
senate is expected. “Compromise, of
course, will be the end result.”
(4) An update on the use of
the yield from the dedicated tuition increase: a competitive funding process
has begun and the call has been made for proposals by schools and units. Plater reminded faculty that broader
university goals and strategic/long-range planning should be taken into account
as proposals are written. The Financial
Planning Advisory Committee (“FPAC”) will review all proposals with certain
guidelines provided by the Chancellor’s office.
David Malik reminded the Council that he will offer feedback to the FPAC
as the Budgetary Affairs Chair; Christian Kloesel will offer feedback as the
Faculty Affairs Chair. PROPOSAL SUBMISSION DEADLINE: APRIL 21ST.
(5) The effort
towards configuring and launching the new student information system continues,
with the administrative structure for it being developed as we speak. Becky Porter has been appointed the Executive Director of Enrollment Services and Associate
Vice Chancellor for IUPUI Enrollment Services and Associate Vice President for
University Academic Affairs Enrollment Services.
Plater reported that funding discussions continue and that, before too long,
units will be briefed as to how to begin planning for the implications of the
transition to PeopleSoft.
(6) David Lewis updated the
faculty on the state of journal subscriptions at University Library: A deal
(an agreement with participating publishers to possibly reinstate subscriptions
with consideration for the earlier hardship) is outstanding but still in the
works. Lewis was optimistic that a
majority of scholarly publications will eventually be stocked at IUPUI,
although there will be some short-term gaps in the collection. Some commerical journals (Time,
Newsweek, Fortune) will not be reinstated without repayment
and, therefore, missed issues may not be replaced. Lewis urged faculty to see
their school liaisons to find out about specific titles.
(7) Food Service Update: The February hearing went well and IUPUI is awaiting the judge's ruling this or next week. Said ruling will dictate a future strategy
and, therefore, a clearer timeline for resolution should emerge soon.
(8) Chancellor Designate
Charles Bantz will attend the April Faculty Council meeting. A reception is to follow from

Agenda Item X: Update on the Information-Technology
Responsibility Center & the Bloomington Campus – Garland Elmore (IU
Associate Vice-President for Teaching and Learning Information Technology and

Elmore addressed questions
and concerns of the faculty regarding the UITS responsibility center and its
scope/delivery of services. He briefed
the faculty on UITS’ composition and the nature of network services and
support.
A few key points made by
Elmore:
-UITS has not been relocated
to IU Bloomington. UITS’ Leadership and
Senior Management structure involves individuals whose scope of responsibility
straddles both campuses. “All UITS
divisions operate from
-UITS has four divisions:
Teaching & Learning IT; Telecommunications; University Information Systems;
and Research & Academic Computing.
-Oncourse
updates continue. The system continues
to grow, although troubleshooting and correction are still required.
Enhancements are made to Oncourse on a specific
schedule, beginning in the Fall with User Input. The next stages are [in this order]
Definition & Organization; Analysis (December-February);
TLSSC Review; Development (February-April);
Testing; and Communication (March-May). [NOTE:
Italicized dates indicate the approximate juncture at which the two
stages listed prior should occur.]
-The size of the Modem Pool
is being adjusted only according to usage rates; it [the pool] is not being
eliminated.

Agenda Item XI:
President's Report: Mary Fisher (IUPUI Faculty President & UFC
Co-Secretary, 4-8027, mlfisher@iupui.edu).
Fisher reported the
following:

The
IUPUI representatives to the UFC will meet with the Trustees over lunch at the
March 11th UFC meeting (at IUPUI).
Contact your UFC representatives with feedback.
·
The
Trustees have resolved to place a 14-18% range restriction on the University’s
portion of contributions to employee healthcare costs. David Malik has been
asked to review the resolution and its implications [within the Budgetary
Affairs Committee].
·
During
the week following the March FC meeting, Fisher and Mark Brenner will meet with
the Big Ten Association re: Conflict of Interest & Commitment policies
across the consortium (re: policies currently being drafted for IUPUI).
·
From the
UFC agenda for the March 11th meeting: the UFC will do a first
reading of language being considered for the in UFC Athletics Committee by-laws
(the by-laws are in need of update relating to personnel [a Human Resources
subcommittee of the Athletics Committee]).
The UFC will also review the first draft of a system-wide Chancellor review policy (adding uniformity to reviews from campus to
campus).

The
Chancellor's Professor nominating committee met recently and has sent names
along to the appropriate parties.
Agenda Item XII: Annual Report of the Affirmative Action Office –
Lillian Charleston (IUPUI Affirmative Action Officer, 4-2306, lcharles@iupui.edu ) [INFORMATION ITEM].
Charleston identified certain areas requiring continuing and intense attention by her office and the university as a whole, including the continuing influx of sexual harassment complaints and the need to recruit/retain Black and Hispanic teaching and staff talent to the university. She briefed the faculty on conversations her office conducts with the deans, dealing with these and other important topics.
Possible approaches to affirmative action issues (improving the circumstances noted above) include developing a stronger voice/more minority representation in faculty governance; brainstorming about strategies to improve methods by which IUPUI nurtures and attracts grad students; and developing more non-traditional ways of recruiting to IUPUI, with the goal of enriching the community with a diverse faculty and staff population.
