Agenda Item I: Call to Order: Bart Ng (IUPUI Faculty Vice-President, 4-8185, bng@math.iupui.edu ).

Ng called the meeting to order at 3:32pm.

 

Agenda Item II: Adoption of the Order of Business for the Day.

The agenda was adopted as the order of business for the day.

 

Agenda Item III: ACTION ITEM - Memorial Resolution for Professor Howard G. Schaller (Kelley School of Business – Former Executive Associate Dean…).

The faculty adopted the resolution and stood for a moment of silence.

 

Agenda Item IV: ACTION ITEM - FC030116 Minutes – Up for Approval.

The minutes were approved following a motion to approve by Gable, seconded by Wagner.

 

Agenda Item V: Update on Minutes Backlog.

Work on the backlog continues as completed sets are previewed.

 

Agenda Item VI: ACTION ITEM - Election to Faculty Grievance Advisory Panel (FGAP) & Faculty Board of Review Pool (review slate of nominations [FC030116]) (ballots distributed at this meeting)– Jim Baldwin (Nominating Committee Chair, 4-0476, jbaldwin@iupui.edu ).

The balloting and tallying for these elections took place at 3:45pm.  The results—announced by Chairman Baldwin and accepted by the Council at 4:16pm—were as follows:

 

    • New members of the Faculty Grievance Advisory Panel (2003-05 TERM): Giles Hoyt; Margaret Richwine; and Jeffrey Vessely.

 

    • New members of the Board of Review Pool (2003-05 TERM): Carl Andres; Allison Brashear; Mohamed El-Sharkawy; Thomas Fedor; John Parrish-Sproul; Bernadette Rodak; Patricia Wittberg; Jennifer Hehman; Susanmarie Harrington; and Kathy Johnson.

 

Agenda Item VII: FIRST READING – Proposed Amendments to the Bylaws (including a new standing committee): Jennifer Hehman (Constitution and Bylaws Chair, 4-0488, jhehman@iupui.edu).

Hehman read the proposed amendments to the bylaws.  These amendments proposed to create two standing committees out of previously ad hoc groups: Athletic Affairs and Distance Education (respectively).  The amendments also provide for the creation of a new standing committee:  Research Affairs.  The proposal also accounts for numbering revisions necessary to accommodate new committee listings within the bylaws. 

 

Agenda Item VIII: FIRST READING – Revision to the IUPUI Policy on Transfer, Merger, Reorganization, Reduction and Elimination of Academic Programs (now titled the IUPUI Policy on School or Program Restructuring): Christian Kloesel (Faculty Affairs Chair, 4-5995, ckloesel@iupui.edu ).

Kloesel discussed the charge made to the Faculty Affairs committee (to re-examine and rearticulate certain aspects of the IUPUI Policy on Transfer, Merger, Reorganization, Reduction and Elimination of Academic Programs).  He then reviewed the revisions with the faculty, including the announcement of the new [proposed] title: IUPUI Policy on School or Program Restructuring.

 

Agenda Item IX: Chancellor's Report: William Plater (Acting IUPUI Chancellor, 4-4500, wplater@iupui.edu) [Update on Student Housing – Robert Martin (Vice-Chancellor for Administration and Finance, 4-4511, rmartin@iupui.edu ) and Karen Whitney (Vice Chancellor For Student Life & Diversity, 4-8990, whitney@iupui.edu)] [Update on University Library Journal Subscription Status – David Lewis (Dean – IUPUI University Library, 4-0943, dlewis@iupui.edu)].

Acting Chancellor Plater reported that:

    • The Financial Planning Advisory Committee (see memo distributed to all faculty; contact Molly Martin at 4-2215 if you still require a copy) has convened and will report to the FC frequently.

 

    • Plater also took a moment to remember Howard Schaller and reflect on his “reassuring presence.”

 

 

    • The campus smoking policy is being revisited.

 

    • Plater noted the State of Diversity report, pointing out the various indicators.  He announced that there is much to be proud of, yet there is much still to be done (“progress must continue”). The graduation & retention of minority students remains a top priority, requiring immediate attention.  Strides are being made; in fact, plans are already in place to address these issues.  In a related note, Plater announced that Diversity Recognition Awards will be given to IUPUI’s own Gina Sanchez, Marchusa Huff and Monica Medina.  He expressed his thanks and congratulations to the winners.

 

  • Karen Whitney (Vice Chancellor For Student Life & Diversity, 4-8990, whitney@iupui.edu) reported on the progress of plans for the new campus center, showing the FC specs of the center.  Groundbreaking is scheduled for Fall 2003.  See http://www.life.iupui.edu/campcntr/ for more details.

 

  • David Lewis (Dean – IUPUI University Library, 4-0943, dlewis@iupui.edu) updated the FC on the status of journal subscriptions at University Library.  Although the vendor in question has gone bankrupt and one sale of said vendor has failed, another sale is being discussed.  Publishers are also cooperating with affected libraries.  A settlement that would save many journal holdings is in the works; Lewis promised to keep the FC updated on the progress and outcome of any settlements.

 

Agenda Item X: President's Report: Mary Fisher (IUPUI Faculty President & UFC Co-Secretary, 4-8027, mlfisher@iupui.edu).

Fisher reported on–

 

1 - THE JANUARY 31ST TRUSTEES MEETING:

    • Charles Bantz was officially named Chancellor of IUPUI;

 

    • the Indiana Commission on Higher Education (“ICHE”) asked the Trustees to review programs that have less than 30% of the projected number of students, the PhD in Social Work being the only one (Chancellor Plater defended the program and the Trustees recommended to the ICHE that the program be retained);

 

    • The Trustees held a 2-hour information session on RCM, hearing from Fisher, Bob Martin and others.

 

    • First round Presidential interviews are slated to take place in April.  Applicants include 25 women and 9 (possible) minorities.  There had been 152 applicants to-date.

 

    • The Trustees reaffirmed an earlier resolution on equal opportunity.

 

2 – OTHER NEWS:

o        Karen Gable will act as the FC Executive Committee liaison to the Graduate Affairs Committee and Jan Froehlich will act as the FC Executive Committee liaison to the Council of Assistant Deans for Research (per Mark Brenner).  Both liaisons can receive faculty concerns and feedback.

 

o        Plans to honor Jerry Bepko are proceeding.  A campus celebration is planned for April 23rd (lunchtime on the commons).  More details to follow.

 

o        The Task Force on Campus Violence has convened.

 

  • Fisher made the call for faculty interested in representing IUPUI on the ICHE (2-year term / 20-25 days of work per year, mostly on Thursdays & Fridays / Commission members are compensated $50/day plus expenses).  Interested faculty were urged to contact Fisher, who would then forward an application to them.
