Student Governance

The Undergraduate Student Assembly

The undergraduate student government of IUPUI is known as the IUPUI Undergraduate Student Assembly (USA). The principle legislative body of the USA is the Student Senate, and there also is a House of Organizations to provide a voice for student organizations. The USA is led by a president, vice president and other elected officers. The format of the USA student governance is detailed in the Articles of Constitution of the Indiana University-Purdue University Indianapolis Undergraduate Student Body, the complete text of which is available in the Faculty Council Office.

The Graduate Student Organization

Graduate level general academic and professional students have a separate student governance organization, the Graduate Student Organization (GSO). The structure and function of the GSO is outlined in the Constitution of the Graduate Student Organization, a copy of which is available in the Faculty Council Office.

Student Fees

All students are subject to a number of different fees, some mandatory, others optional (i.e., contingent). The principal mandatory fee is tuition, which is based on the number of credit hours taken (except in Medicine and

Dentistry); but there are others, in particular, technology, student activity, and athletic development fees. Certain course-specific fees are also mandatory. Various fees are also charged for optional services, e.g., parking. For the current information and details, see current Schedule of Classes.

Student Services/Offices

Student services are many and varied at an institution as large as IUPUI. Some of these services are provided by units that fall under the umbrella of the Office of Campus Interrelations. These units include Adaptive Educational Services, Career Center, Counseling and Psychological Services, Multicultural Student Affairs, Residence Life, Student Activities, and Student Voluntary Community Service. Other support units that also specifically assist students and/or provide resources to them report to other appropriate administrative offices. These include Undergraduate Admissions, Bursar, Campus Housing, Child Care Center, Graduate Office, Health Services, Intercollegiate Athletics, International Student Services, Registrar, Scholarships and Financial Aid, and Student Publications.

Student Activities

Believing that the educational process is shaped not only by formal instruction but also by learning opportunities outside the classroom, the Student Activities staff responds to each student's developmental level while providing challenges and support and attending to students' individual needs. Recognizing that this approach is critical to the attainment of the individual's highest potential, our staff members accept the mission to enhance the holistic development of students' cocurricular opportunities and support services.

Adaptive Educational Services

The office of Adaptive Educational Services (AES) actively works to make campus life and learning accessible for students with disabilities. Qualified students with disabilities who enroll in classes search for the same educational opportunities as other students. AES assists students with disabilities in achieving their educational goals through such services as notetaking, interpreting, and test proctoring. AES's goal is to provide the means for students with disabilities to achieve their academic goals by augmenting their existing strengths and abilities.

Office Of Undergraduate Admissions

The Office of Undergraduate Admissions has a three-part mission: 1) to foster equal opportunity for access to quality higher education, 2) to serve and attract students who can contribute to and benefit from the educational opportunities available at IUPUI, and 3) to provide a smooth transition as students prepare to make IUPUI their academic home. To accomplish this mission, the Office established three functional areas of responsibility: pre-admissions counseling and information services, application evaluation and processing services, and new student orientation and transitional services.

Office Of The Bursar

The IUPUI Office of the Bursar, as a part of the Office of Budgeting and Fiscal Affairs, is primarily responsible for the accurate and timely assessment and collection of student tuition and fees; the disbursement of financial aid in compliance with state and federal regulations; the receipting and depositing of nearly $400 million annually in university income.

Campus Housing

The IUPUI housing program exists as an integral part of the educational program and academic support services of the institution. The mission of the housing program is to provide:

1. A learning environment and related academic/educational programs that support the educational goals of students and the institution and that provide growth and development opportunities for students.

2. Reasonably priced living environments which are clean, attractive, well-maintained, safe, and comfortable.

3. A variety of nutritious and pleasing meals, in pleasant surroundings, at a reasonable cost.

Student Housing

As an urban university, IUPUI provides on-campus housing for a relatively small per-

centage of its total student population. However, for approximately 550 individuals, the Campus Housing Office provides reasonably priced living environments that are well maintained, safe, and comfortable. Food service is available for all residents who desire to participate.

Several housing options are available to students. Ball Residence has 203 rooms and accommodates 103 males and 204 females. Warthin Apartments offers furnished and unfurnished efficiency, one-, and two-bedroom apartments. The Graduate Townhouse Apartments offers one- and two-bedroom townhomes. Since the beginning of 1991, the International House has provided 23 shared apartments on the second floor of the Warthin Apartment building.

Access for Persons with Disabilities

IUPUI has made a commitment to increase access and availability of university facilities for all disabled persons in compliance with the Americans with Disabilities Act. Significant improvements have been made across campus with the installation of automatic doors, access ramps, and accessible drinking fountains, telephones, and elevator controls, since 1982 and prior to the enactment of the Americans with Disabilities Act.

Career Center

The purpose of the Career Center is to provide a one-stop center for all of a student's or alumnus' career and employment needs. Hence, under one roof is combined Student Employment (part-time, full-time non-degree, and summer jobs), the Professional Practice Program (internships and co-op experiences), Work-Study placement (part-time employment for financial aid recipients), career counseling (includes test interpretations and related workshops), and senior level placement (includes career fairs, on-campus recruitment, and our weekly publication, The Employment Bulletin). The office maintains a substantial career library (including Sigi+, a computerized career planning program) as well as a web page.

Child Care Center

(See Section 5, Support Services, for information on the Child Care Center.)

Counseling And Psychological Services

The primary mission and purpose of the office of Counseling and Psychological Services (CAPS) is to provide top quality psychological services to students and to the university community. In addition, CAPS is an intern training center for counseling/psychology graduate students. Services include individual and group counseling formats as well as workshops offered throughout the academic year on a variety of relevant topics. Consultations with university faculty and staff are available for a variety of student-related concerns. Psychological evaluations are also performed for learning disabilities and disorders of attention by staff psychologists. The CAPS office is located in room 418 of the Union Building with hours from 9:00-12:00 and 1:00-5:00 Monday through Friday. Evening hours are available by appointment. For further information, call 274-2548 or send e-mail to CAPS@iupui.edu.

Graduate Office Student Services

The Graduate Office assists any graduate or professional student and any prospective graduate or professional student who needs help related to post-baccalaureate issues. Services include counselling of a variety of kinds for individual graduate students as well as for undergraduates who may be anticipating (or ought to be anticipating) graduate study; support services for graduate student groups; database searches for grants and fellowships; organization of social events for post-baccalaureate students; and intervention with other groups, offices, and people on behalf of graduate students.

Counseling services available to graduate students in the Graduate Office are also available to undergraduates, to the extent that the issues involve questions of post-baccalaureate study. The office staff will advise undergraduates on questions relating to their future academic work both as undergraduates preparing for post-graduate education and as prospective graduate students concerned about appropriate schools or courses of study fellowship availability, entrance examinations like the GRE, the recommendation process,

and undergraduate research opportunities. The Graduate Office is especially active in initiatives with minority undergraduates, making it possible, for example, for an intercollegiate Graduate Education Day to be held biennially at Indianapolis and sponsoring a Summer Research Opportunity Program to encourage minority undergraduates to attend graduate school.

Student Health Services/Occupational Health Services

IUPUI Student Health Services/Occupational Health Services (OHS/SHS) is available to students, faculty and staff. Students may be seen by appointment or on a walk-in basis. Students are charged on a fee-for-service basis. The fee for a routine doctor's visit runs about $33 to $40. Laboratory tests, X-rays and medications are extra. Annual immunizations for health science students are also given in this office. For further information regarding services for students, please call 274-8214.

Employees are seen in OHS/SHS for pre-employment evaluations, employee annual immunications and work-related illnesses or injuries. For further information regarding services for employees, please call 274-5887.

Occupational Health Services/Student Health Services is located on the first floor of Coleman Hall. The director is Stephen Wintermeyer, MD, MPH. On the staff are two physicians, including the director, plus nursing and administrative personnel. OHS/SHS is open Monday through Friday from 7:00 am to 5:00 pm, with the exception of Thursday when it is open from 9:00 am to 5:00 pm.

In medical emergencies students should call Wishard Memorial Hospital Ambulance Service at 630-7111. Wishard Memorial Hospital, located at the Indiana University Medical Center, is readily accessible to the IUPUI community. The Wishard emergency room is well known for its excellent service given by physicians from the Indiana University School of Medicine.

Because our student and employee populations generally come from the community and do not reside on campus, many have their own private medical arrangements. Students should contact the Wishard emergency service or any other

emergency service or page the nurse on call at 479-9218 and enter their call back telephone number at any time they feel they need medical assistance when the OHS/SHS is closed.

Intercollegiate Athletics

The IUPUI Athletic Department provides student/athletes with the opportunity to participate in collegiate athletics while promoting physical fitness and good sportsmanship through a program that properly represents the mission and goals of the campus. The basic concept is that the athletic program forms an integral part of IUPUI's educational aims. Other values that may accrue include formation of a rallying point for students and alumni, provision of a more complete undergraduate experience, and enhancement of the institution's public image. IUPUI is a member of the National Collegiate Athletic Association (NCAA).

International Student Services

One of the missions of the Office of International Affairs is to sustain and develop the involvement of IUPUI students in international intellectual pursuits through integration of foreign students on campus and through study-abroad experiences. In keeping with this mission, the Office provides technical and advisory services to foreign students, foreign educated permanent resident students, and all students interested in foreign study. The mission is bolstered through attention to existing and developing affiliations with foreign institutions and with campus seminars and workshops on various aspects of international education and exchange.

IUPU Columbus Student Services

The mission of the Student Services Office at IUPU Columbus is to assist and guide students in admissions, academic advising, financial aid, and registration. The organization of this office is unique in the system because all of these services are housed in the same office and operate as one administrative unit.

Multicultural Student Affairs

The office of Multicultural Student Affairs originated to meet the needs of students of color at Indiana University-Purdue University India-

napolis by nurturing the educational development of the student and the university community. The primary focus of multicultural programming and development is to increase, encourage, initiate and support the opportunity for our campus to participate in and observe multiethnic cultures and experiences. Further, it is to promote these experiences and interactions as a legitimate educational opportunity.

The primary goal is to meet the academic, cultural, social, and emotional needs of minority students.

Office of the Registrar

The Office of the Registrar is dedicated to providing timely, accurate, and efficient registration and records maintenance services in support of all credit instruction at IUPUI. These services include the coordination of course scheduling, space assignment, registration, statistical and ad hoc reporting, certification of enrollments, grade processing, managing an automated degree audit system, and degree processing. The office serves students, faculty, staff, and the general public.

Residence Life

Residence Life promotes meaningful interaction among resident students by encouraging them to engage in personally satisfying and effective styles of communal living, to appreciate cultural and aesthetic differences, and to work both independently and interdependently. IUPUI Residence Life philosophy recognizes students as functioning whole persons at various stages in their intellectual, physical, social, emotional, and spiritual development and sponsors appropriate student programs and activities which are consistent with this philosophy. Its mission is consistent with those of the Council for the Advancement of Standards for Housing and Residential Life Programs.

Office of Scholarships and Financial Aid

The Office of Scholarships and Financial Aid (OSFA) provides services to assist students who are enrolled or plan to enroll at Indiana University-Purdue University Indianapolis, their families, and the community at large

with information leading to financial assistance to advance students' progress toward educational goals. OSFA is dedicated to ensuring that students receive the most preferable and the maximum assistance for which they are eligible.

Office of Campus Interrelations (Formerly the Office of Student Affairs)

The Office of Campus Interrelations is a broad support unit which focuses its efforts on fulfilling the central mission of IUPUI student learning. The Office of Campus Interrelations promotes more successful student transition into higher education and persistence to graduation through: 1) community programs that increase community support; 2) precollegiate programs that direct students toward IUPUI; and 3) campus-based programs. Services and support programs reach the students before they enter IUPUI, engage them with IUPUI, and continue to serve them through the completion of their academic program. To meet this goal, programs and activities are developed through collaborative efforts between the units that fall under the auspice of Campus Interrelations (Adaptive Educational Services, Career Center, Counseling and Psychological Services, Multicultural Student Affairs, Residence Life, Student Activities, and Student Voluntary Community Service), University College, and academic departments and schools as well as the other support services at IUPUI. Through dialogue with faculty and administrators, planning and implementing co-curricular experiences directly linked to the classroom, and the delivery of student support services, the Office focuses on objectives that advocate the creation and maintenance of an environment where the students' maximum intellectual, physical, social, cultural, and emotional growth and development can accrue.

Student Publications

The Sagamore is an auxiliary enterprise within the University and, as such, is intended to provide students an independent atmosphere conducive to creating, editing, and producing a weekly student newspaper. That atmosphere is designed to parallel, as much as

1997-1999 IUPUI Supplement to the Indiana University Academic Handbook

possible, the working professional media, in that deadlines must be set and met and professional standards for work are met and/or measured.

The cornerstone of The Sagamore operation lies with the Articles of Operation which establish the role of the publisher (half-time School of Journalism faculty member and half-time publisher) and guarantee an independent student voice. This blend of editorial independence and fiscal responsibility is a critical balance point which is addressed in these Articles.

Another student publication is Genesis, which is an edition of original literary works.

Student Voluntary Community Service

The Office of Student Voluntary Community Service was founded on the belief that the university and the community assist each other best when they share opportunities for service. To the end that this community service provides meaningful applications of the principles taught in the classroom, is extremely important. The work of Student Voluntary Community Service is to encourage students and student organizations as well as staff and faculty to become involved in a variety of service efforts. It is a part of the Center of Public Service and Leadership and works in collaboration with the Office of Service Learning. For information about these opportunities, call 278-0273 or write to the office at 815 W. Michigan St., Indianapolis, IN 46202.
