Sabbatical Leave Documents
TO: Academic Deans and Directors FROM: William M. Plater SUBJ: Sabbatical Leaves DATE: July 18, 1997 The enclosed schedule and background information concern the 1997-1998 sabbatical leaves process at IUPUI. Please share these materials with those in your unit who intend to apply for a sabbatical. "A sabbatical leave is not a leave which a faculty member or librarian automatically "earns" by having been employed for a given period of time. Rather, it is an investment by the University in the expectation that the sabbatical leave will significantly enhance the faculty member's or librarian's capacity to contribute to the objectives of the University. For this reason, sabbatical leave applications are approved only if there is adequate reason to believe that they will achieve this purpose." (Academic Handbook-Indiana University, 1992, p 57) To ensure that these objectives are met, Deans and their faculties are expected to evaluate each sabbatical leave proposal. When applications are submitted for the 1998-1999 year, I am requesting that each candidate's Dean write a cover letter that states the unit's support. Such letters should describe ways in which the requested leave will benefit both the individual and the school. Specifically, the dean should comment on the relationship of the proposed work to the school's strategic objectives and academic plan during the next five years. The IUPUI Sabbatical Leaves Committee has asked me to emphasize how important these letters are to the deliberations of the committee. Under responsibility center budgeting, each school should evaluate the resource implications of sabbatical requests and forward only those proposals which the school will support if approved on its merits. Also enclosed are guidelines containing important information regarding the preparation and review of sabbatical leave applications, as well as a current sabbatical leave application and report form. Please read them carefully and duplicate and distribute the forms to those of your faculty planning to apply for a sabbatical leave during the 1998-1999 year. The guidelines and the application were recently revised by the Sabbatical Leaves Committee. Please be certain faculty receive this version. The applications are due in this office by December 5, 1997. I would urge you to emphasize to your faculty the importance of early planning so that their applications can be submitted on or before this specified date for submission. reason, we cannot consider applications received after the established deadline unless there are compelling reasons to do so. PLEASE NOTE: Upon recommendation of the Sabbatical Leaves Committee, we are requesting two complete copies of the applications be forwarded to this office, and the original retained in the dean's office. Both copies forwarded to this office should include the dean's cover letter, a complete application form, a current curriculum vitae, and a copy of a report from any previous sabbatical leave taken by the faculty member or librarian.

Sabbatical Leaves Procedures and Time Line Application Deadlines 1. A tentative list should be submitted to the Dean of the Faculties by November 7, 1997. 2. Deans and Directors should specify the date by which completed applications should be submitted to their offices. 3. Completed applications, after review by the Dean or Director, should be forwarded to the Dean of the Faculties no later than December 5, 1996*. 4. Applications from individuals in core campus and system schools will be considered by the Sabbatical Leaves Committee on the campus where he or she resides. Application deadlines for that particular campus should therefore be observed. Sabbatical Leaves for Librarians Applications from librarians will be forwarded to the Dean of the Faculties on the campus where the librarian holds his or her appointment. The Sabbatical Leaves Committee for that campus will review these applications. Partial Year Leaves Sabbatical leaves have been approved at Indianapolis either for a semester (or a six month period for teaching faculty on a twelve month appointment) at full pay, or for the academic year (or for twelve months for teaching faculty with fiscal year appointments) at half pay. School deans should forward only those proposals which will be supported financially if approved at the campus levels. In 1981 the University Faculty Council recommended and the Trustees approved the following addendum to the policy: "A sabbatical leave need not be taken in a single academic year but may be divided over several academic years." We welcome applications in accordance with this policy, but suggest that faculty members discuss plans carefully with their respective chairmen or deans. The following guidelines should be kept in mind. 1. The initial application for a divided sabbatical leave must set forth plans for the total duration of the entire sabbatical leave, indicating when the applicant will take the various leave periods. 2. Any application requesting a divided leave which would include a period of less than a half a semester (eight weeks) should provide a well-supported rationale for the shortness of the leave period. 3. A divided sabbatical leave may be taken for a total of either ten or twelve months at half pay or five or six months full pay, but not for any combination of half and full pay periods. 4. Eligibility rules for a divided sabbatical leave remain the same as those for the conventional sabbatical leave. No part of a leave may be taken before the completion of six years of full time service in a tenure track position. 5. The policy that all persons who have been on sabbatical leave are obligated to return to their regular positions at Indiana University for a least one academic year also applies to divided leaves. Financial Considerations A faculty member might be eligible for tax benefits relating to travel and living expenses while on leave. He or she may wish to consult with a tax advisor to determine such eligibility. *Applications received after this date will not be considered unless extenuating circumstances warrant consideration. |

Health Insurance Faculty members enrolled in a managed care health plan (IU Health Care or M-Plan) who plan to be out of the Indianapolis area during their sabbatical leave may want to consider enrolling in the PCI Plan (Preferred Care of Indiana, Administered by Acordia) during the leave period. For managed care plans, coverage outside the service area is limited to emergency care while on sabbatical leave. Faculty members interested in this option may contact Human Resources Benefits Office for additional information. |

IUPUI Guidelines for Preparation and Review of Sabbatical Leave Application
The purpose of the sabbatical leaves program at IUPUI is to enhance the professional growth of the faculty member in a way that is consistent with the mission of the department, school, and the university. In completing the sabbatical application, it is important to identify the process and outcomes that will result from the sabbatical leave. In developing the sabbatical leave application faculty might consider the following questions: 1. How will the sabbatical leave enhance the faculty member's professional career? 2. How is the proposed sabbatical leave consistent with the mission of the department, school, and university? 3. How will the sabbatical leave allow the applicant to accomplish the proposed activities that could not otherwise be completed with normal responsibilities? 4. How will the proposed plan and location best fulfill the objective of the sabbatical leave? For those staying on the home campus, an explanation of the advantages of remaining at IUPUI are necessary. All sabbatical leave applications will be reviewed against the aforementioned purpose which indicates benefits to the university, the school, the department, and the individual faculty member. The significance of the proposed activity, as evaluated by the faculty member's peers and dean will be considered of utmost importance in the review and approval process. It is imperative that the proposed activity be consistent with the department, school and university mission and that this link be clearly established in the proposal. It is therefore suggested that a careful review be made within the school and by the dean. A strong statement indicating results of that review must be included within the dossier. A faculty member at Indiana University has three academic functions, teaching, research, and service. Sabbatical applications can be granted for activities in any of these three areas. Travel to use other libraries, or research centers, to work with other scholars, or to conduct field research is genuinely necessary for scholarly endeavors. The sabbatical leave program provides time for such quality research and any such necessary travel incident thereto and allows members of the faculty to keep abreast of developments in their fields. Acceptable programs for the use of time include scholarly activities related to teaching, research, or service and consistent with the mission of the department, school, and university. If the sabbatical leave is taken in conjunction with obtaining a degree, the research or scholarly component must be apparent. The following criteria may serve as guidelines for developing the sabbatical leave proposal: 1. The proposed activity must be innovative. 2. The proposed activities must have potential significance nationally or internationally. 3. Normally, the activities must take place away from the home campus. 4. If the faculty members intends to spend part of the time teaching in other institutions, the activity must be justified within the goals of the proposal. Several model sabbatical leaves applications are available for review in the Faculty Resource Center of the IUPUI University Library. Any questions concerning the above guidelines or other parts of the sabbatical leaves process should be addressed to the Dean of Faculties office. |

1. SUMMARY STATEMENT OF SABBATICAL PROJECT: (Specify purpose, objectives, and a brief summary of research or creative activity in terms understandable to the application reviewers not in your field). 2. Give a detailed account of the procedures to achieve the purpose and objectives of your sabbatical project. (Limit to 1-2 pages.) 3. How will the sabbatical leave enhance your professional career? 4. Specifically, how is the proposed sabbatical consistent with the mission of the department, school, and university? 5. How will the sabbatical leave allow for accomplishment of activities that could not otherwise be completed during normal responsibilities? 6. Evidence of preparation for the proposed leave such as background work, letters of acceptance from other institutions, etc., should be included. Documentation on the place or places where the work is to be done should be furnished if time during the requested leave will be at a site not generally recognized for the proposed research or creative activity. An additional page may be used if desired. 9. Describe the benefit expected to be obtained by the proposed sabbatical leave such as publications, improvement in professional ability, or improvement in teaching effectiveness. It is particularly important that the applicant specify how the proposed leave will improve productivity of scholarly activity if he or she have not published recently on the objective of the proposed leave. An additional page may be used if desired. 10. Specify sources and amounts of funding both definite and contemplated in addition to university salary during the proposed sabbatical leave. Additional funding would include grants, fellowships, allowances for expenses, or payments for services during the period of the sabbatical leave. (Any arrangement for payment for services during the period of leave should be fully described.) An additional page may be used if desired.
