Announced NCAA Interpretations
- The Use of Personalized Recruiting
Aids During a Recruiting Visit
- Date Issued: May 4, 2005
- Interpretation: The committee determined that
personalized recruiting aids, which are precluded during an official or
unofficial visit, also include any decorative items and special additions
to any location the prospect will visit (e.g., hotel room, locker room,
coach's office, conference room, arena) regardless of whether or not the
items include the prospect's name or picture. The committee noted
that all facilities and locations the prospect will visit during the
official or unofficial visit should be maintained in the same manner as they
would normally appear.

- Participation of an Incoming
Student-Athlete in Practice Sessions Prior to an Institution's Foreign
Tour
- Date Issued: May 4, 2005
- Interpretation: The committee confirmed that an
incoming student-athlete (freshman or transfer) may participate in
practice sessions conducted in preparation for a foreign tour only if
such practice sessions occur either:
- a. On or after the first
permissible practice date in the involved sport (pursuant to playing and
practice season regulations); or
- b. On or after the first day
of classes of the student-athlete's
first regular term at the institution.

· Outside Competition
- Written Permission Required for ALL
Participation on any Outside (non-IUPUI) Team
- Summer Basketball
League Permission Form must be submitted to the Head Coach prior to
participation on any outside team. Basketball Head Coach signs the
form to signify general knowledge of the intended outside
competition. The Head Coach submits the form to the Compliance
Office for review. Compliance Coordinator forwards the form to the
Director of Athletics for final approval. NO PARTICIPATION IS
PERMISSIBLE UNTIL IT HAS BEEN APPROVED BY THE DIRECTOR OF
ATHLETICS. Soccer, Softball, and Volleyball Outside Competition
Permission Form must be submitted by the student-athlete of these
sports to the Compliance Office prior to any participation on an outside
team. Individual sport student-athletes must notify their
respective Head Coach prior to any participation on an outside team or
in an outside event.
o Athletics department personnel must properly complete and submit the Outside Activity
Approval Form for the following activities
- Employment of IUPUI Student-Athletes at
Institutional Sports Camps or Clinics
- Director of Athletics must give prior approval
before a student-athlete’s employment at a sport specific camp or
clinic.
- Compensation received by the student-athlete
shall be proportionate to the going rate for camp or clinic counselors
of similar teaching ability and camp or clinic experience.
Compensation may not be received on the basis of a student-athlete’s
athletic ability or level of expertise.
- A student-athlete may not receive compensation
if only lecturing or demonstrating.
- A student-athlete may not be permitted to
conduct his or her own camp or clinic.
- A student-athlete’s picture and institutional
affiliation may be used only in the camp counselor section of a camp
brochure simply to identify the athlete as a staff member. A
student-athlete’s name or picture may not be used in any other way to
advertise or promote the camp or clinic.
- Student-athletes may receive compensation for
individualized teaching or coaching sports skills as long as the student
athlete is giving individualized instruction, the fee is paid by the
lesson recipient, campus facilities are not used, and the university
maintains documentation of the lessons.
- Athletics Department Staff may be involved in non-institutional sports
camps as long as such camps are designed to develop fundamental skills
for a specific sport, held open to the general public, conducted
primarily for educational purposes and do not provide material benefits
to camp participants or include a recruiting presentation.
- Exception: In men’s basketball, coaching and non-coaching staff members
with basketball specific responsibilities may be employed only at their
own institution’s camps or clinics.
- Beginning August 1, 2005
- In women’s basketball, a coach (or any
individual with women’s basketball only responsibilities) and
student-athletes may be employed only at their own institution’s camps
or clinics; additionally, an institution may not employ another Division
I women’s basketball coach (or any other individual with women’s
basketball only responsibilities) or student-athlete at their own
institutional camp or clinic.
- Any institutional staff member with
basketball-specific duties (e.g., coaches, graduate assistance, director
of basketball operations, managers and administrative personnel) is
prohibited from participating in coaching activities involving nonscholastic-based basketball teams.

- Definition of a Rep (NCAA Bylaw 13.02.11):
- A “representative of the institution’s
athletics interests” is an individual who is known (or should have been known)
by a member of the institution’s executive or athletics administration
to:
- a. Have participated in or to be a member of
an agency or organization promoting the institution’s intercollegiate
athletics program;
- b. Have made financial contributions to the
athletics department or to an athletics booster organization of that
institution;
- c. Be assisting or to have been requested (by
the athletics department staff) to assist in the recruitment of
prospects;

d. Be assisting or to have assisted in providing
benefits to enrolled student-athletes or their families; or
§
e. Have been involved otherwise in
promoting the institution's athletics program.
