New NCAA Legislation
** Legislation Goes Into Effect on August First **
Bylaw 15.01.7 – Maximum Institutional Financial Aid to Individual
v An institution shall not award financial aid to a student-athlete that exceeds the cost of attendance that normally is incurred by students enrolled in a comparable program at that institution or that exceeds the limitations established by Division I, whichever is less. Any financial aid permitted by a division that would result in a student athlete's total financial aid exceeding the value of tuition and fees, room and board and required course related books shall be based upon the demonstrated financial need of the individual student-athlete.
Bylaw 15.01.8 – Non Recruited Student-Athlete
v If a student-athlete was not recruited and receives institutional financial aid unrelated to athletics ability and in excess of a full grant-in-aid, the student may retain the aid for the period of the award without any adjustment. Once the original period of the award expires, renewal of the same financial aid in excess of the limitation is permissible only if the aid is renewed on the same basis as originally awarded.
Bylaw 16.5.2 (d) – Meals Incidental to Participation
v Student-athletes who are not receiving athletically related financial aid (e.g., walk-ons) may receive the benefit of a training-table meal during the permissible playing and practice season in those instances in which the student-athlete's schedule is affected by involvement in practice activities, provided the student-athlete previously has paid for the same meal at an institutional dining facility. Further, all student-athletes are permitted to receive a pre- or post game meal as a benefit incidental to participation, even if the student-athlete will receive or already has received three meals on that day and all student-athletes are permitted to receive meals at the institution's discretion from the time the student-athlete reports on call (at the direction of the student-athlete's coach or comparable authority) and becomes involved in competition-related activities to the end of competition and the release by the appropriate institutional authority. An institution, at its discretion, may provide cash, not to exceed $10, in lieu of a meal to student-athletes following home and away-from-home contests.
Bylaw 13.3.2.1 – Banned Drug List & Information about Nutritional Supplements Report Publication

Bylaw 13.3.2.2 – Report Distribution
v Member institutions shall provide to all incoming prospects and to prospects' parents the NCAA banned drug list and information about nutritional supplements. The information shall be provided at the earliest practical opportunity (e.g., after the institution's first arranged in-person encounter with the prospect) or upon request, however, in no event shall an institution provide the information later than July 1 before the prospect's initial enrollment at the institution. For a prospect whose recruitment is initiated after July 1, the institution must send the banned drug list and information about nutritional supplements at the earliest opportunity. Violations of this bylaw shall be considered institutional violations per Constitution 2.8.1; however, such violations shall not affect the prospective student-athlete's eligibility.
Bylaw 13.02.12 – Recruiting Telephone Calls
v All electronically transmitted direct human interaction voice exchange (including videoconferencing and videophones) shall be considered telephone calls. Facsimiles and other All electronically transmitted correspondence (e.g., electronic mail, Instant Messenger, facsimiles, pages, text messaging) shall not be considered telephone calls. Prearranged electronically transmitted correspondence (i.e., the time and method for such correspondence had been designated in advance) between an authorized institutional staff member and one or more prospects and any electronic correspondence sent by "instant messenger" or similar means shall be considered a telephone call. The use of a pager to contact a prospect is considered a telephone call. If a pager permits a text message to be displayed, an institutional staff member who leaves a message in excess of a greeting is considered t o have made a telephone contact."

Summer Compliance Reminders
Summer Camp Employment
v Student Athletes must obtain the consent of the athletics director prior to employment at a sport specific summer camp.
v Once employed by a summer camp, student athletes must receive the going rate for camp counselor services, and may not be compensated based on their ability level or athletic expertise.
v Athletics Department staff may be involved in non-institutional sports camps as long as such camps are designed to develop fundamental skills for a specific sport, held open to the general public, conducted primarily for education purposes and do not provide material benefits to camp participants or include a recruiting presentation.
v Student Athlete photos may be used in camp brochures only if the picture is used simply to identify the athlete as a staff member in the camp counselor section of the brochure.
v Student Athletes may receive compensation for teaching or coaching sports skills as long as the student athlete is giving individualized instruction, the fee is paid by the lesson recipient, campus facilities are not used, and the university maintains documentation of the lessons.
