Jim Brainard was first elected Mayor of the city of Carmel in 1995 with his term beginning in January 1996. He is the first mayor in Carmel 's history to be elected to a third term.

In the 1970s, Brainard served as a Republican Vice Precinct Committeeman and staff member of the Indiana Republican State Committee. In 1982 Brainard set up a private law practice in Indianapolis concentrating in the areas of real estate and business issues. During that time he also served as an Adjunct Instructor in the Department of Business at the University of Indianapolis.

He serves on the Butler University Board of Trustees and is president of the Alumni Association. He is an Assistant Scout Master to Carmel Troop 120 and coaches at Carmel Dad's Club. He is also an active member of St. Elizabeth Seton Catholic Church in Carmel. In 2000, he was selected for the U.S. Conference of Mayors Presidential Transition Team, Urban Economic Committee, and board of directors, a position he will hold as long as he is mayor. In 2001 Mayor Brainard was appointed to the Council for Investment in the New American City by the president of the U.S. Conference of Mayors. Locally he was chosen to serve on the legislative committee of the Indiana Association of Cities and Towns for the 2000 legislative session.

Brainard received a B.A. in History from Butler University and a J.D. from Ohio Northern University. He also received a diploma from the Oxford Institute on International and Comparative Law, University of San Diego.
