Remember the scene in Good Will
Hunting, the 1998 Academy Award-winning movie, where the professor writes
out a complex mathematical problem on the blackboard in the hall for bright,
energetic students to solve? As a scientist, the opportunity to test your
problem-solving skills against others is probably attractive to you. In
the movie it pays off nicely for the young janitor who solved the problem
university students could not. It might not pay off quite so nicely for

Guidelines
for Determining an Amendment Type
The Institutional Review Board
(IRB) Executive Committee established guidelines for determining whether
an amendment is considered "minor" or "major." These
are only guidelines and pertain to any amendment to a study that previously
qualified for full board review. Minor amendments can be reviewed via
our expedited review process. Major amendments must be reviewed at a full
board meeting of the IRB. If an amendment is submitted to an expedited
study (e.g., minimal risk) and the changes are such that it still qualifies
as an expedited study (e.g., minimal risk), the amendment can be reviewed
via our expedited review process, regardless of the changes made in the

Agricultural Research Service Begins Rollout of Community of Science Services
The Agricultural Research
Service (ARS), a branch of the United States Department of Agriculture
(USDA), has begun its deployment of Community of Science (COS) services
to 3,000 research scientists and support staff across the United States.
In the weeks and months ahead, these individuals will be adding their
profiles to the COS Expertise database and utilizing the COS Funding Opportunities
database and COS Funding Alert services.

The True Costs of Compliance and Why We Must Invest
Join John Fini, Financial Director,
Research Management at Massachusetts General Hospital and Michael Amey,
Assistant Dean for Research Administration, School of Medicine at the
Johns Hopkins University for a wide-ranging discussion of the costs of
research compliance and non-compliance. Research and Sponsored Programs
has registered the IUPUI campus for the fourth program in a series of
videoconferences sponsored by the National Council of University Research
Administrators (NCURA) and invites all who are interested to attend. The
location will be the University Library Lilly Auditorium, Lower Level.

ERA Release 2a - Budget
Module
The second component of the Indiana University Electronic Research
Administration (ERA) system, the Budget Module, was released into production
on April 25, 2002 and is available for use by early adopter departments.
The ERA team will add functionality to the Budget Module in phases, similar
to the ERA Routing Form. For the highlights of this release, see Complete

Training
Electronic Research Administration
(ERA) training for users in the early adopter departments on the IUPUI
campus will take place on May 16, 2002. There will be 2 sessions:

1:00 - 3:00 PM UN 544
Registration for both classes is currently
open on a first-come, first-serve basis. Please contact Bethany Davis
either by phone (5-7110) or e-mail bedavis@indiana.edu
to enroll. Additional classes will be added based on the need and interest
of the users. For those who would like to start using the Budget Module
before the training, the "Help" links are to aid you with navigation
on each page.

Office
Consultants Paid from Federal
Funds
Strict guidelines must be followed when paying consultants from federal
funds. Some agencies limit the daily rate that may be paid to an individual
while other agencies do not. Be sure to consult the agency's policies
or Research and Sponsored Programs for these guidelines.
External Consultants: When using consultants
from outside the University, the project director must be able to justify
that the consultant is the most appropriate individual to perform the
work and that the fee is in accordance with the consultant's normal charge.
In addition to the consultant's fee, travel reimbursement may be budgeted.
Internal Consultants: When employees
of Indiana University serve as consultants on Indiana University projects
the following must be considered. Consulting among faculty within the
same department is expected as a normal academic activity and faculty
members cannot be paid for this effort. In cases where the consulting
is with another department, the consultant payment must be consistent
with the individual's normal salary. Therefore, faculty on 10-month appointments
may receive one-half of one percent (½ %) of their 10-month salary
for each day of consulting. Faculty on 12-month appointments may receive
one-half of one percent (½ % ) of 10/12ths of their annual salary
for each day of consulting. In addition, it is normally required that
approval be obtained from the funding agency to pay employees as consultants.
