Honors JoAnn Pipkin for the R&SP Communicator Name
Research and Sponsored Programs is indebted
to JoAnn Pipkin, Administrative Secretary, for the name of the new electronic
newsletter, R&SP Communicator. JoAnn submitted the winning name in a recent
contest to name the newsletter in which R&SP staff participated. Just
how did JoAnn come up with this clever name for the newsletter?

NSF Electronic
Signature Process
The National Science Foundation (NSF) announced a new electronic signature
process that will be implemented on June 1, 2001. Project directors will
no longer be required to sign Proposal Cover Sheets, however, they will
continue to be required to sign Route Sheets. The new process will allow
Research and Sponsored Programs (R&SP) to send documents to NSF electronically
- eliminating the need to mail paper copies as required in the past.

IRB-05 Established for
IUPUI Biomedical
Because of the large volume of protocols
that are reviewed by the IRBs, a new Institutional Review Board, IRB-05,
has been established and will be responsible for the review and approval
of biomedical research involving human subjects. IRB-05 will review submissions
from Infectious Diseases, Pediatrics, Dentistry, Radiology, Oncology,
Urology, Gastroenterology, Radiation Oncology, Surgery and General Medicine.

Electronic Continuing
Reviews
The IRB office will soon be sending out continuing reviews forms electronically.
Prior to implementation, principal investigators received e-mails requesting
the name of the appropriate department contact that they would like to
receive the electronic continuing reviews (e.g. nurse coordinator, etc.).
Electronic continuing reviews will be sent at least on an annual basis,
depending upon the degree of risk. For additional information or assistance,

21st Century Research
and Technology Fund Reauthorized
In spite of the difficult budget negotiations
brought on by the economic downturn, the 21st Century Research and Technology
Fund was reauthorized by the state legislature at the previous level of
$50 million for the next biennium. This state fund has provided monies
for a host of research projects involving faculty at a number of universities
in Indiana, including IU. Complete Details

NIH Grant and Cooperative Agreement Reminder
On May 4, 2001, the National Institutes of Health (NIH) published
a reminder to applicants describing the required format for grant and
cooperative agreement applications. According to NIH, numerous applications
do not meet the format requirements outlined by NIH. As a result, proposals
may be returned and cause unnecessary rework and delays.

New
IRB Packet Available
An updated IRB packet is
now available. The updated packet has been reformatted to make linking
to specific information in the packet possible. The new packet includes
the application form and instructions for submitting a research protocol
involving human subjects to the IUPUI & Clarian IRBs. Additionally, the
new packet will include the amendment form and the adverse reaction reporting
form.

Blood
Sample Policy
The
Executive Committee of the IUPUI and Clarian Institutional Review Boards
adopted a new policy on blood sample storage for future research purposes.
The policy requires the investigator that contemplates storing blood samples
for future research, related or unrelated to the protocol for which he/she
is obtaining consent, to inform donors of their intention. If a statement
of intention is not included or did not include a specific use for which
the investigator now desires to use it, the sample cannot be used or the
subject will have to be re-consented for that additional purpose. For

Faculty
Council Approves Test Requirement
The IUPUI Faculty Council approved a requirement
for all researchers to complete the Protection of Human Subjects in Research
education course and pass the respective test. The requirement will be
implemented on August 15, 2001 for anyone at IUPUI who will conduct research
with human subjects. This requirement may include, but is not limited
to, principal and co-investigators and students involved in the conduct
or design of the research. See Complete Details

Departing
IUPUI?
If you will be leaving the
IUPUI campus and closing your research study or transferring the responsibility
for the study to a new principal investigator, please arrange to amend
or close the study before your departure from the University. The Research
and Sponsored Programs office is available to assist you with the process.

Researchers
and Institutions May be Liable in Whistleblower Lawsuits
Association of American Medical
Colleges (AAMC) president Jordan J. Cohen, M.D., in an advisory memorandum,
stated "…that when a researcher fails to disclose sources of industry
support in an application for a federal grant, both the researcher and
the grantee institution may be held liable for damages of up to three
time[s] the amount of the grant award." The memorandum cites a recent
case, United States ex rel Cantekin v. Univ. of Pittsburgh, in which both
the researcher and the institution were held liable. AAMC recommends full
and complete disclosure of industry support in NIH grant applications.
