ARTI Welcomes New President
Mark S. Long, a molecular biologist and former director of technical operations in the Center of Technology Management at Washington University in St. Louis, is the new president of Indiana University's Advanced Research and Technology Institute (ARTI). ARTI, a private not-for-profit organization, was established to assist IU researchers in bringing technology to market.

Long will be responsible for supervising technology transfer, trademarks and licensing, and support for new start-up businesses. According to Long, his primary mission for ARTI is "…to successfully 'move' technology from the research phase to the business phase, providing new jobs and new businesses in Indiana." Plans to develop a business incubator also will be an important factor in the success of the Central Indiana Life Sciences Initiative. For additional ARTI information, refer to

NIH Certificates of Confidentiality
Certificates of Confidentiality are issued by the National Institutes of Health (NIH) to protect identifiable research information from forced disclosure. They allow the investigator and others who have access to research records to refuse to disclose identifying information on research participants in any civil, criminal, administrative, legislative, or other proceeding, whether at the federal, state, or local level.

What Does the Witness Signature Line Signify for the Informed Consent?
Even though the federal regulations do not require it, the IUPUI/Clarian Institutional Review Boards (IRBs) require a witness signature for those studies utilizing written consent. The witness may be the PI or the person obtaining consent. Because the witness is signifying that the consent process occurred, the IUPUI/Clarian IRBs do not require the witness to be impartial. An impartial witness need only be utilized if the subject or their legal representative is unable to read or if there is some concern about the subject's level of understanding. Revised Statement of Appointment Form PHS 2271 Now Available
The "Statement of Appointment Form" (PHS 2271, Rev. 5/01) has been revised and will be required for appointments beginning on or after June 1, 2002. The National Institutes of Health (NIH) must implement use of this revised form in order to maintain compliance with the Office of Management and Budget (OMB) standards for the collection of race/ethnicity data. IFRA Holds 2002 Annual Meeting
The Indiana Forum for Research Administrators (IFRA) will hold their 2002 Annual Meeting on July 22nd and 23rd at the Brown County Inn. IFRA is an
organizational network of research administrators from accredited institutions of higher education within the state of Indiana. The 2002 Annual Meeting is a good opportunity to network with others that also work with grants and contracts around the state. Approaching a Potential Funding Agency
I
t is valuable to establish direct personal contact with a funding agency during the early stages of planning a grant request in order to accomplish several purposes. These include:

  1. Determining whether or not the agency is the best agency to which the proposal should be submitted.
  2. Establishing an early personal acquaintance and working relationship with the agency staff member(s) who will become most closely associated with the proposed project. This avoids the natural consequences of the "To Whom It May Concern" approach.
  3. Obtaining at the outset, the guidelines for the program under which the proposal will be submitted.
