NIH ANNOUNCES DRAFT STATEMENT ON SHARING RESEARCH DATA
The National Institutes of Health's (NIH) Office of Extramural Research (OER) announces a draft statement pertaining to data sharing. The purpose of this statement is to support the release of final research data from NIH supported studies for the use of other researchers. According to NIH, the statement will apply to extramural scientists seeking grants, cooperative agreements, and contracts as well as intramural investigators. The proposed statement, to be implemented in January 2003, is posted to the NIH Draft Statement on Sharing Research Data web site http://grants1.nih.gov/grants/policy/
data_sharing/index.htm and includes links to the March 1, 2002 NIH Guide Notice, Frequently Asked Questions (FAQs) on Data Sharing, a Draft Data Sharing Workbook, and a slide presentation. Institutions and individuals are invited to send comments on the draft to the following address:

Human Subjects Research Auditor Joins R&SP
David Finch joins the office of Research Compliance Administration as the new IUPUI/Clarian Human Subjects Research Auditor. Dave will be responsible for conducting audits of research studies and identifying and helping to correct deficiencies in those studies. Dave comes to R&SP from the Cancer Center where he previously worked as a Clinical Research Coordinator. Please join us in welcoming Dave to the R&SP team.

New Systems Administrator to Oversee ERA System
Avery Nelson has accepted the position of Electronic Research Administration (ERA) Systems Administrator with the office of Research and Graduate Education. Avery will be responsible for the administration, maintenance, and training coordination of the ERA system. The ERA Systems Administrator works under the direction of the IUPUI Vice Chancellor for Research and Graduate Education, Dr. Mark Brenner. Avery is relocating from San Jose, CA where he was involved with System Administration, Data Management and Design, Training, Communications, and Technical Consulting. Please join us in welcoming Avery to the Research and Graduate Education office.

CTP Introduces New Clinical Research Consultant
The Clinical Trials Program (CTP) at Indiana University is pleased to announce that Gail Douglas has joined CTP in the newly created position of Clinical Research Consultant. Gail comes to CTP with over 20 years of experience, including that of research nurse and independent study monitor for industry sponsored trials. She has monitored numerous studies on this campus and, therefore, will be a familiar face to many. Please join us in welcoming Gail to the Clinical Trials Program.

The Office of Student Life and Diversity in collaboration with the Office for Women honored Outstanding Female Student, Staff, and Faculty Leaders at a reception on March 28, 2002. Proposal Pointers
Subcontracts/Cooperative Agreements
When a single project involves more than one institution, the grant or contract is normally awarded to only one, with the other institution(s) participating through a cooperative agreement, or subcontract. This situation occurs when a portion of the technical or programmatic part of the project is performed by at least one institution other than the grantee. Cooperating (non-grantee) institutions are to be involved in the actual performance of the project activity, rather than merely providing a support service such as data processing, equipment repair, or construction.

DEFINITION: A subcontract results from the assignment of some portion of the technical or programmatic part of a project to another organization (or institution); usually involves a transfer of $2,500 or more. Individuals do not qualify as subcontractors.

Steps to be implemented when Indiana University is the grantee/contractor:

  • The project director is to obtain the subcontractor's proposal for inclusion in the Indiana University proposal to the funding agency. The subcontractor's proposal must, at a minimum, include:
    • A statement of work or activities to be performed by the subcontractor
    • A budget, including subcontractor's direct and indirect costs
    • Various certifications and a copy of the subcontractor's indirect cost agreement may be required on some occasions
  • The subcontractor's proposal must have been processed within its own organization in accordance with that organization's normal procedures and must have an authorized organizational signature affixed.

Note: The subcontractor's proposal must have been received by Indiana University prior to transmittal of the Indiana University proposal to the funding agency.

  • The total cost of the subcontract, including subcontractor's indirect cost, is included in the "contractual" or "other" category of the primary (Indiana University) budget

Steps to be implemented when Indiana University is the subcontractor:

  • The proposal for Indiana University's portion of a project is prepared and routed through the University in the same manner as any other proposal
  • The proposal is submitted by Research and Sponsored Programs to the organization, which is to submit the primary application. The organization submitting the primary application becomes the funding agency for Indiana University
