Proposal & Awards

NSF Posts New Version of Grant General Conditions (GC-1)
The new version of the National Science Foundation (NSF) Grant General Conditions (GC-1) can be found on the NSF Web site at http://www.nsf.gov/home/grants/grants_gac.htm.

Dated July 2002, the revisions include supplemental language directing investigators and administrators to NSF's FastLane for access to award letters and the submission of various reports and requests. A separate article has been added (Article 7) to describe the management of participant support costs (separate accounting for costs and prior approval for re-budgeting).

Cost Sharing and Cost Sharing Records, Article 22, Section b.3 outlines NSF's options if an organization fails to notify NSF of its inability to meet its original cost-sharing commitments. In addition to disallowance of costs and recovery of some/all of NSF's funds, failure to notify can result in the termination of the award and, if serious enough, suspension or debarment. In Section d of Article 22, NSF sets the deadline for annual and final cost-sharing certification at 90 days.

In a footnote added to Article 29, Animal Welfare, NSF explains that its animal welfare requirements extend to rats, birds and mice. This is not a change in policy. The current Grant Condition requires compliance with the Public Health Service (PHS) Policy that covers all live vertebrates.

Human Subjects

Deadline Extended to View and Comment on First Three SOPs on Research with Human Subjects
The IUPUI/Clarian SOPs for Research with Human Subjects Web site is the central resource for researchers to find information on what will become the required IUPUI/Clarian SOPs pertaining to research with human subjects. The SOPs will be open to the IUPUI/Clarian research community for review and comment for a limited time as reported in the July 2002 Special Edition of the R&SP Communicator (see http://www.iupui.edu/~rspcommu/special-july-02.htm). All future communications, introducing each SOP and inviting comment from the IUPUI/Clarian research community, will be published in future issues of the R&SP Communicator and comments must be received prior to the close of the comment period posted on the Web site.

Dates of Study on DRA & Amendment Forms Reminder
