Us Serve You Better – Busy June 1 Proposal Deadline Approaches
|
As a reminder, June 1 is traditionally one of the busiest proposal deadlines of the year. To allow our office to properly review the proposal and work with you on any necessary changes, it is best if proposals arrive at Research and Sponsored Programs (R&SP) at least three (3) full working days prior to the agency receipt date. Because of the Memorial Day holiday, proposals should be received on or before May 26, 2005. Our commitment is to ensure that all proposals we receive make it to the sponsor on time. Because we believe that submitting a proposal with potential issues is better than not sending it at all, last minute proposals received by the office that do not allow for a full review in advance will be submitted anyway. The office will then fully review the proposal at a later time and notify you of any material corrections that will need to be addressed. Of course, the disadvantage is that such corrections usually involve more work and proposals with errors don’t reflect well on the researcher or the institution.Complete Proposal Review Information New Alternatives for Avoiding the Last Minute Rush In an effort to provide greater flexibility to those who need additional time to work on their proposal, faculty members are encouraged to utilize the partial proposal routing process. This involves the submission of the following:
If possible, subcontractor documentation and cost share documentation should be provided at this time as well. Partial proposals should be received five (5) working days prior to the deadline. In the event that a partial proposal is completed and available for routing but does not meet the five (5) day guideline, please contact Michelle Artmeier at 317.278.8644. If workload allows, the partial proposal will still be accepted. Additional questions may be directed to any Grant Specialist or Michelle Artmeier, Associate Director, Research and Sponsored Programs at directory information.Updated Proposal Review Guidelines The number of applications submitted immediately prior to the agency deadline has increased dramatically. This late influx of proposals can present numerous problems including potential delays in an agency’s electronic submission system. R&SP is committed to ensuring that proposals are sent to arrive at the sponsoring agency on time. In an effort to assist with this, R&SP has developed a new procedure concerning last minute proposals. Proposals received later than three (3) working days prior to the agency deadline may be sent with an abbreviated review or, in some cases where the proposal is received the day of the deadline, may be sent without review. In these instances, the institutional signature will be added to the proposal and it will be shipped immediately at the cost of the department. Those proposals will then be fully reviewed after the deadline date. Any issues that are found will be discussed with the submitter and, if necessary, addressed at the time an award is made. In those instances where proposals violate federal, state, agency, and/or University guidelines, the University reserves the right to withdraw the proposal.If additional time is needed to work on the narrative portion of the proposal, we ask that you please consider utilizing the partial proposal process which is described in the above article. R&SP is also developing other programs to assist faculty with the proposal submission process. This includes possible submission alternatives such as pre-certifying the budget for expedited review and releasing the proposal to the PI for direct submission (if desired – our submission services will continue to be an option).
