R&SP Announces Electronic Conflict of Financial Interest Disclosure Requirement
Effective April 1, 2005, Research and Sponsored Programs will not approve protocols involving research with human subjects or process awards for sponsored projects unless an electronic Conflict of Interest Reporting form has been filed within the past 12 months by the IUPUI faculty investigators.

VA Research Updates (February 2005):
Reporting of All Study Site-Monitoring Visits and Results
A recent memorandum from Dr. Stephan D. Fihn, Acting Chief Research and Development Officer, Veterans Health Administration has mandated that each VA Research Service be made aware of all monitoring visits to VA research study sites by external monitors (Pharmaceutical and CROs). Minor Changes to the VA Informed Consent template
The Informed Consent template (VA Form 10-1086) has been updated (Roudebush VAMC 01/28/05) to include:

  • More concrete direction for the Research Subject Costs section of the consent and

Wishard Updates Clinical Research Approval Process
Effective October 1, 2004, all clinical research studies to be conducted within Wishard Health Services (including the hospital, OB/GYN clinic and Regentrief clinics) that involve Wishard patients, services or facilities, must be approved by Wishard administration prior to the research commencing.

Procedure Change for Adding and Deleting Co-Investigators from IRB-Approved Studies
The IUPUI/Clarian Institutional Review Board (IRB) Executive Committee recently reviewed the procedures for adding and deleting co-investigators on IRB-approved studies and determined that it is no longer necessary for investigators to submit study amendments to request these changes since there is minimal risk associated. Investigators are now required to send an email or submit a memo requesting the change, along with the revised summary safeguard statement, to Research Compliance Administration.

Clarification of Co-Investigator Documentation for Participation in Research Study
Beginning July 1, 2004, the IUPUI/Clarian Institutional Review Boards (IRBs) implemented a policy requiring co-investigators to provide documentation stating their willingness to participate in a given research study. Investigators are asked to collect this documentation, which may be in the form of an email or signature next to their name in Section XX of the summary safeguard statement, and submit it as a set of signatures when multiple signatures are involved.

The National Institutes of Health (NIH), the Agency for Healthcare Research and Quality (AHRQ), and the Health Resources Services Administration (HRSA) have announced changes in the stipend rates, institutional allowance, and training related expenses for the Ruth L. Kirschstein National Research Service Awards (NRSA).

NIH and AHRQ Announce Change in Salary Cap
The National Institutes of Health (NIH) and the Agency for Healthcare Research and Quality (AHRQ) have announced a revision to the salary cap effective January 1, 2005. The salary cap for both agencies was increased to $180,100. New Investigator Web Site Established by NIH
The National Institutes of Health (NIH) recently announced the posting of a new Web site that articulates NIH’s continuing commitment to support new investigators. The Web site describes current policies, data related to the influx of new investigators, resources that new investigators can use to understand and work with the NIH, and helpful hints that might be useful in constructing a first application for NIH support. Submitting Electronic Files to R&SP
Some faculty members are reporting that electronic copies of their proposal cannot be sent to Research and Sponsored Programs via the IU e-mail server due to the large file size. The IU Electronic Research Administration (ERA) system can resolve this problem. Files up to 100 megabytes can be attached to the ERA electronic routing form and shared between offices. For more information about ERA or to schedule ERA training, please contact Sponsored Program Administration at 317.274.8285.

The Research Support Fund Grant (RSFG) program was developed to enhance the research and scholarship focus of the IUPUI academic mission and, ideally, serves as support to initiate a research or scholarly activity project that should lead to external funding that will include F&A payments.
